Conditions for the development of small and medium-sized businesses are being created in institutions of the penal enforcement system. For example, in Institution No. 28 of the Department of the Administrative Division for the West Kazakhstan region, individual entrepreneurs are given the opportunity to place their production facilities on the territory of the institution.

The following advantages are provided for business entities:

• Economic benefit – the opportunity to employ convicts at minimal cost;
• Ready–made base - availability of production facilities and operating workshops;
• No rent – entrepreneurs are exempt from rental expenses;
• Security – facilities are secured by the institution's forces, there is no need to install an alarm system or hire security guards;
• Labor discipline – employees are provided by the administration, absenteeism and lateness are excluded;
• Choice of premises – an entrepreneur can choose an empty room himself, taking into account the specifics of his activity;
• Infrastructure – availability of all necessary conditions to start production;
• Recruitment – the administration keeps records of specialists among the convicts and is ready to provide information to the entrepreneur.

The conclusion of contracts is carried out depending on the direction of activity and interests of the entrepreneur. Utility bills are paid at the rates of the government agency, depending on the actual consumption.

Thus, cooperation with the Institution No. 28 DUIS in the West Kazakhstan Region opens up wide opportunities for entrepreneurs to develop their own business at minimal cost and reliable support from the institution.
