In the traditional Address of the Head of State, a number of issues were raised and additional tasks were given. I would like to focus on two of them.
"Currently, there are 21 codes and more than 300 laws in our country. Too many amendments have been made to them. Some norms contradict each other. Ultimately, all this hinders the development of business. It is necessary to check and study all the legislation. Artificial intelligence technology will allow this to be implemented quickly and effectively," said K. Tokayev in his Address today.
There are more than two million small businesses in our country, but only about six percent of them produce products. It is no secret that this is an insignificant indicator. Therefore, "A Center for Regulation through Intelligence will be created under the Agency for Strategic Planning and Reforms. This center will be engaged in streamlining legislation, developing clear and effective proposals. It is necessary not to complicate the law. Instead, it is necessary to adapt it to the needs of entrepreneurs and strengthen the personal responsibility of ministers and akims for concrete results. I have also received information that state bodies, instead of warning business representatives, still make too strict administrative decisions.
