On September 1, 2025, it became known that large-scale work is being carried out in the Abay district to ensure effective land use and legality. The main goal of the prosecutor's office is to prevent cases of unauthorized land acquisition, identify inappropriate use, and introduce unused land into economic circulation. Such an integrated approach allows solving complex issues in the field of land relations in the district, as well as ensuring fair distribution.

One of the important areas that the district prosecutor's office is focusing on is the inventory and passportization of independently acquired territories.

During the reporting period, 1087 cases of illegal land grabbing were identified. As a result of appropriate measures , 142 land plots were released , and illegally erected buildings on a number of them were demolished. This work contributed not only to the restoration of legality, but also to the prevention of violations of the rights of the state and property owners.

This allows the state to reintroduce the vacated lands into legal circulation and use them for socio-economic purposes.

The prosecutor's office is not limited to administrative measures, but is also widely using criminal law instruments. 10 people involved in the illegal sale of land in the district have been brought to criminal responsibility .

  • Seven of them were sentenced to specific punishment by court verdict .

  • Investigations into the three are ongoing .

This situation shows that law enforcement agencies are taking a tough stance in the fight against illegality. Punishing those involved in illegal land dealing will undoubtedly help prevent such crimes in the future.

In order to increase the effectiveness of land control measures, special mobile teams have been created, which monitor the territory of the district on a weekly basis.

Modern technologies are involved in the work of these groups:

  • aerial photography is conducted using drones ;

  • Satellite images of Kazakhstan Space Travel JSC are used;

  • A data analysis system based on artificial intelligence has been introduced.

Such methods allow us to detect signs of illegal construction and land grabbing at an early stage. As a result , no new land grabbing cases have been registered in the Abai district over the past two years. This is an important indicator of the high efficiency of the work done.

The prosecutor's office also does not ignore cases of improper use of land. During the inspection, 10 commercial objects with a total area of 5.4 hectares were identified. Their market value amounted to 141 million tenge .

As a result of the measures taken:

  • these lands were returned to state ownership ;

  • More than 10 million tenge in compensation was collected for six land plots ;

  • In total, 91.9 hectares of land were returned to the state, the value of which was estimated at 4.5 billion tenge .

These indicators, in addition to protecting the interests of the state, pave the way for efficient land use.

Preventing illegal land turnover and returning land resources to the state will make a significant contribution to the socio-economic development of the region. Fair distribution of land:

  • allows attracting new investments;

  • creates conditions for the development of entrepreneurship;

  • paves the way for improving infrastructure and building social facilities;

  • increases public trust in government agencies.

In addition, the elimination of illegal schemes will create fair competition and create equal opportunities for all economic entities.

The Abay District Prosecutor's Office plans to continue to strengthen its work, not limiting itself to the results achieved. In the future:

  • expanding the use of digital technologies in land monitoring;

  • Strengthening preventive awareness-raising activities among residents and entrepreneurs;

  • It is intended to identify violations of the law early by introducing new methods of data analysis.

These initiatives will contribute to a more transparent and fair land relations sector in the district.

As a result of the comprehensive measures taken in the Abai district in 2025:

  • 1,087 cases of illegal land grabbing were exposed;

  • 142 plots were released ;

  • 10 people involved in illegal sales were brought to criminal responsibility ;

  • A total of 91.9 hectares of land were returned to the state, worth 4.5 billion tenge .

In general, the coordinated work of the prosecutor's office, the use of modern technologies, and strict criminal law measures have yielded significant results in the fight against illegal land use.

These works will lay a solid foundation for the fair and efficient distribution of land resources in the district, as well as their development in the interests of society.
