On September 4, 2025, an important document was signed in Shymkent. A memorandum was signed between the city administration and Kazakhtelecom Joint-Stock Company aimed at implementing the "Smart City" project, the main goal of which is to make the lives of city residents as comfortable as possible and create a safe and comfortable environment through modern digital solutions.

The memorandum was signed by the Mayor of Shymkent Gabit Syzdykbekov and the Chairman of the Board of Kazakhtelecom JSC Bagdat Musin . This agreement is a unique step aimed at improving the infrastructure of the metropolis and improving the quality of life of residents through the introduction of new technologies.

As part of the agreement, a "Smart Shymkent" roadmap will be developed, within the framework of which various pilot projects will be launched. In particular, it is planned to test digital services aimed at ensuring the safety of residents, monitoring the quality of infrastructure in the city, and improving the environmental situation.

Such solutions are not only technical, but also have social significance. After all, "smart city" technologies make the daily life of every citizen easier and increase the availability of public services.

One of the main areas of focus within the framework of the memorandum is the creation of a centralized infrastructure monitoring system . This system will allow online monitoring of the condition of roads, bridges, lighting, public transport and other facilities in the city.

In addition, it is planned to introduce a unified infrastructure of drones . Unmanned aerial vehicles will monitor the situation in the city and perform a number of tasks:

  • monitoring road repair works;

  • quality control of waste disposal services;

  • monitoring the progress of road sign installation;

  • identification of illegal constructions;

  • control of unauthorized waste dumps.

Such steps will bring great benefits not only to the akimat, but also to ordinary residents, because any violations or problems will be promptly identified and appropriate measures will be taken in a timely manner.

It is worth noting that Kazakhtelecom JSC has previously successfully implemented a similar project in the Akmola region. Thanks to that experience, the company is now planning to gradually introduce the same effective technologies in Shymkent.

This decision will not only improve the infrastructure of Shymkent, but also pave the way for the development of a "smart city" model throughout the republic. At the national level, Kazakhstan's digital transformation will also be strengthened through such projects.

New technologies will allow monitoring not only infrastructure, but also the environmental situation. Drones and sensor systems will be used to monitor air quality, the condition of green areas, and other environmental indicators.

In addition, emergency response mechanisms will be introduced in the event of an emergency. That is, in the event of a natural disaster, fire, or other incident, the responsible services will immediately receive information and take appropriate measures. The Smart Shymkent project aims not only at technical development, but also at bringing public relations to a new level . Residents will be able to report any problem online, and the akimat will be able to quickly resolve it using modern technologies.
