MEMORANDUM: THE IMPACT OF SMART SHYMKENT TECHNOLOGY ON THE CITY'S ECOSYSTEM

On September 4, 2025, an important document was signed in Shymkent. The city administration and Kazakhtelecom JSC signed a memorandum on the implementation of the Smart City project. Its main goal is to make residents' lives as convenient, safe, and modern as possible through the implementation of digital technologies.

The document was signed by Gabit Syzdykbekov, Akim, and Bagdat Musin , Chairman of the Board of JSC Kazakhtelecom. The parties expressed confidence that this cooperation will be a significant step toward Shymkent's digital transformation, strengthen the city's infrastructure, and improve the quality of life for residents.

As part of the memorandum, a special roadmap, "Smart Shymkent," has been developed, which includes the launch of pilot projects. These will be aimed at creating a comfortable urban environment, improving safety, implementing digital services, and integrating them into existing systems.

According to Kazakhtelecom representatives, the city will soon begin testing new solutions that will enable it to quickly respond to emerging situations and more effectively manage the city's infrastructure.

One of the key elements of the project will be the creation of a centralized infrastructure monitoring system . It will allow for real-time monitoring of the condition of roads, bridges, street lighting, public transportation, and other infrastructure.

Particular attention will be paid to the implementation of a unified drone infrastructure . Unmanned aerial vehicles will perform a wide range of functions:

  • quality control of road works and repairs;

  • monitoring the timely removal of garbage;

  • monitoring the installation of road signs;

  • identification of illegal buildings;

  • control of illegal dumps.

These measures will help resolve issues that previously required significant resources and time more quickly. Now, any malfunction or violation can be identified quickly, and services can take immediate action.

It's important to note that Kazakhtelecom already has successful experience implementing similar solutions. In the Akmola region, the company implemented a digital infrastructure monitoring project, which proved highly effective.

This practice will now be gradually implemented in Shymkent. This will not only improve the quality of governance but also make the city a leader in implementing the "smart city" concept nationwide.

A separate block of events will be dedicated to environmental issues. Drones and sensor systems will allow monitoring air quality, the condition of green spaces, and the environment as a whole.

Furthermore, the emergency response system will be particularly important. In the event of emergencies—whether natural disasters, fires, or other incidents—city services will receive information in real time. This will reduce response times and minimize the impact.

Speaking at the memorandum signing ceremony, Akim of Shymkent Gabit Syzdykbekov emphasized:

"I would like to express my gratitude to the management and specialists of Kazakhtelecom for their willingness to cooperate. The introduction of advanced technologies is of great importance for our city. We are confident that joint projects will bring significant benefits to residents and will form the foundation for Shymkent's development as a modern metropolis. Thanks to initiatives like these, we will be able to make life comfortable and safe for residents."

The "Smart Shymkent" project is important not only for its technological advancement. It also aims to develop public relations and increase trust between residents and the government.

In the future, residents will be able to use a single digital portal to pay utility bills, call emergency services, monitor infrastructure conditions, and participate in public discussions.
