In his Address to the People of Kazakhstan on September 8, 2025, the President of the Republic of Kazakhstan Kassym-Jomart Tokayev noted that ensuring the country's food security, fully covering the domestic market with quality products, and minimizing dependence on imports are strategic tasks of the Government and local executive bodies. As one of the major projects aimed at implementing these instructions of the Head of State, the construction of a new greenhouse complex is underway in the city of Shymkent.
This project is considered a large-scale agro-industrial initiative, unparalleled in the Central Asian region. The greenhouse complex will be located in the "Bozaryk" industrial zone in Shymkent. It is being implemented by the well-known Turkish company "Alarko Holding". The total area of this complex, with an investment value of 650 million US dollars, is 650 hectares. The main direction of the project is the cultivation of tomatoes and their supply to the domestic and foreign markets.
When the project reaches full capacity, it is planned to produce up to 155 thousand tons of tomatoes per year. This indicator will set a new level of greenhouse production not only in Kazakhstan, but also in the entire Central Asia. The products will be shipped first to the residents of Shymkent, and then to other regions of the country. At the same time, export to foreign markets is also envisaged. This will increase the export potential of Kazakhstan and open up new opportunities in the agricultural sector.
When the first stage of the greenhouse complex is commissioned, it is expected that about 2 thousand new jobs will be created. And when the complex reaches full capacity, up to 5 thousand people will be permanently employed. This is a socially significant indicator for the city's residents. The creation of new jobs will contribute to increasing the income of the population, strengthening social stability, and increasing the interest of young people in the agricultural sector.
In his speech, the mayor of Shymkent noted that this project plays a special role in fulfilling the instructions of the Head of State to attract investment. The akimat provides all necessary support to foreign investors. Close cooperation has been established between the akimat and the company on issues such as infrastructure construction, laying of utility networks, and land registration.
Another advantage of the project is the widespread use of modern technologies. The greenhouse complex will introduce innovative systems aimed at saving water resources. This step is fully consistent with the task of efficient use of water in crop production, stated in the President's Address. Given that the problem of water shortage is becoming increasingly urgent for Kazakhstan, the introduction of such technologies will be the basis for the sustainable development of agriculture in the future.
The company plans to open a factory in Shymkent for the production of metal and polycarbonate structures for greenhouses in order to reduce the construction period. This factory will not only fully meet the needs of the complex, but will also allow it to supply greenhouse structures to other regions. In turn, this new production facility will create additional jobs and increase industrial potential.
In addition, the project envisages the creation of a special academy for training agricultural specialists in accordance with international standards. This academy will train and train a new generation of agronomists, agricultural engineers and other industry specialists. Providing local youth with modern education and practical skills will contribute to the long-term development of the agricultural sector.
The construction of a large-scale greenhouse complex will allow us to achieve a number of important results:
Food security - ensuring the full supply of domestic vegetable products to the population of Kazakhstan and reducing seasonal shortages.
Import substitution - reducing the share of tomatoes and other vegetables imported from abroad.
Increasing export potential - exporting quality products to neighboring countries and the markets of the Middle East and Europe.
New jobs - employment for thousands of residents, improving their social conditions.
Technological breakthrough – the introduction of innovative methods that save water and increase productivity.
Professional training - attracting a new generation of specialists to agriculture through a special academy.
From an economic point of view, this project will give impetus to the agro-industrial development not only of the city of Shymkent, but also of the entire country. New orders will appear for local enterprises, the transport and logistics sector will develop, additional services will be opened. Indirectly, conditions will be created for the development of small and medium-sized businesses.
The social significance is also significant. Employment of thousands of residents will not only increase their family income, but will also have a positive impact on the demographic and social stability of the city. Agriculture will become a new attractive industry for young people.
In conclusion, the greenhouse complex being built in Shymkent is a strategically important investment project that will usher in a new era for the agro-industrial complex in Kazakhstan. It will contribute to strengthening food security, reducing dependence on imports, stabilizing prices, and creating thousands of new jobs. Most importantly, this project is aimed at increasing the country's economic potential and improving the quality of life of the population.
