Provision of assistance by a legal consultant: changes have been made.

By order dated August 29, 2025, the Minister of Justice amended the Rules for the Participation of Legal Advisers in the Provision of State-Guaranteed Legal Aid Organized by Chambers of Legal Advisers.

This amendment clarifies that state-guaranteed legal aid in the form of legal consultations is provided by a legal adviser directly at the time of an individual's request or through a unified legal aid information system in electronic format.

Before providing state-guaranteed legal aid in the form of legal consultations, the legal adviser recommends that the individual seeking legal advice use an automated legal assistant.

If legal assistance cannot be provided immediately after an individual's request, it must be provided within three business days. The individual is informed of the appointment date and time by the legal adviser in an accessible manner.

Legal consultations are provided at the individual's location if, due to a serious illness, a first or second degree disability associated with mobility difficulties, or other circumstances, the individual is unable to appear at the appointment location designated by the legal adviser. An individual may receive state-guaranteed legal assistance only once for the same matter.
The applicant (individual) selects a legal consultant to provide qualified legal assistance in the form of legal advice.
It also states that state-guaranteed legal assistance in the form of legal advice, defense, and representation is denied if one of the following grounds exists:
* the applicant (individual) does not fall into the category of persons entitled to receive state-guaranteed legal assistance, as provided for in paragraphs 2 and 3 of Article 26 of the Law;
* the applicant's request is not of a legal nature.
