The Department of the Committee for Technical Regulation and Metrology for the North Kazakhstan Region, following an unscheduled inspection conducted following a complaint from a Petropavlovsk resident, identified violations at one of the petrol stations of TOO "PetroRetail" (Qazaq Oil). During the inspection, control measurements of fuel dispensed through the fuel dispensers were taken using a verified M2p-20 (20L) measuring device. The dispenser's operating error for 20L quantities should be within +/- 80ml.
The measurements revealed that the dispenser's operating error exceeded the permissible limit. The largest excess for fuel dispenser #1 was -120ml, i.e., 40ml greater than the maximum permissible error, while for fuel dispenser #4 it was -140ml, i.e., 60ml greater than the maximum permissible error. This constitutes a violation of the metrological requirements established for these measurements. Liability for violating mandatory metrological requirements for measurements, measuring instruments, standard samples, and measurement procedures established in lists of measurements related to state regulation and regulatory legal acts is provided for in paragraph 1, part 1, Article 419 of the Code of Administrative Offenses of the Republic of Kazakhstan.
Following the inspection, PetroRetail LLC was fined 1,179,600 tenge under abbreviated administrative proceedings. The company complied with the order within the specified timeframe. Specifically, appropriate adjustments and unscheduled testing of fuel dispensers were carried out.
