Issues of prevention of juvenile delinquency, suicide and domestic violence were discussed at the Coordination Council in Aktobe

An expanded meeting of the Coordination Council of the Prosecutor's Office of the region was held in Aktobe. The main topic is the use of modern digital solutions for the prevention and prevention of juvenile delinquency, suicide and domestic violence.  The meeting was attended by Deputy Prosecutor General of the Republic of Kazakhstan Galymzhan Koigeldiev, Commissioner for Children's Rights in the Republic of Kazakhstan Dinara Zakiyeva, Akim of the region Askhat Shakharov, senior staff of the Ministry of Internal Affairs, Ministry of Labor and Social Protection, Ministry of Education, Director of the Center for the Protection of Women and Children, as well as members of the Council and experts. Opening the meeting, the Deputy Prosecutor General noted that domestic violence, suicides among children and bullying are a special problem for the country. In pursuance of the instructions of the Head of State, a number of amendments have been introduced to the Criminal Code in order to strengthen responsibility for the commission of offenses in the field of domestic violence and the protection of socially vulnerable categories of citizens. We must confront this problem according to the dictates of the times and through digital solutions. The introduction of digital solutions into preventive work is an important condition for increasing transparency, objectivity and effectiveness of measures taken. The protection of the rights of the child and women is one of the priorities of State policy. In his report, Deputy Prosecutor of the region Aibek Tagibergen informed that the Prosecutor's office of the region has implemented a set of measures aimed at preventing domestic violence and juvenile delinquency. In particular, 1,331 dysfunctional families were visited, the rights of 763 children were protected, the police introduced 3,490 protective orders, secured alimony for 78 million tenge, 45 orphans were provided with housing according to supervision acts, and 24 more were put on the waiting list. In addition, large-scale preventive actions were organized with children, parents and teachers, reaching more than 51 thousand students through the VKS, a meeting was held with the participation of 11 thousand teachers, a regional parent-teacher meeting with the participation of 16 thousand parents, a lesson "Law and Order" was introduced in all schools and colleges in the region.     In turn, the prosecutor of the region, Marat Abishev, drew attention to the lack of coordination of the work of all state bodies.          Despite the overall decrease in crime, the number of offenses among adolescents and in the family and household sphere remains high. Therefore, since August of this year, the republican digital program "FSM Social", which employs about 3 thousand district police officers, probation officers, social workers and teachers, has been actively implemented in the region together with the akimat of the region, DP, DCPSiSU and DUIS. Today, the mobile application receives about 200 daily signals about violations and events. The information obtained helps to identify dysfunctional families, women and children in difficult situations. The system coordinates the actions of government agencies and creates a digital portrait of each family based on data from the Digital Family Card. Then an individual assistance plan is drawn up, which is sent to the relevant authorities for execution. The whole process is monitored in the mobile application "FSM Social". Zhaksylyk Tanatarov, Director of the Family Support Center, presented this application and the meeting participants and practitioners received comprehensive answers to questions about the functionality and capabilities of the system.   Following the meeting of the Coordinating Council, specific tasks were identified aimed at strengthening the work of Family Support Centers, coordinating the activities of the police, probation, education and health authorities within the framework of the FSM Social application, and integrating data from at-risk individuals into the application for early detection of offenses.
