Ethics as prevention: the authorized representative of the Ministry of Finance of the Republic of Kazakhstan held a series of seminars for civil servants in the regions

Preventive measures to comply with professional ethics in the public service help to strengthen public confidence in the financial system, reduce the risks of corruption and neutralize conflicts of interest. The work in this direction in the Ministry of Finance of the Republic of Kazakhstan is carried out by the ethics commissioner Kamshat Arystanbekova when traveling to the regions.

So, in September 2025, she held meetings with employees of the territorial departments of the Committees of State Revenues, Treasury, State Property and Privatization, Internal State Audit in Akmola, East Kazakhstan, Pavlodar, North Kazakhstan regions and Abai region. In addition, on-site seminars were organized with employees of the regional departments of state revenues and the treasury of these regions: in Ulansky, Zharminsky, Kyzylzharsky, Tayynshinsky, Zerendinsky, Bulandinsky, Ereymentau districts, as well as in the city of Ekibastuz.

In the regions, Kamshat Arystanbekova advised civil servants on compliance with the legislation of the Republic of Kazakhstan on public service and combating corruption. During the working meetings, topics such as the legal status of civil servants, official discipline, norms of professional ethics, prevention and settlement of conflicts of interest, as well as improving the culture of communication with citizens and colleagues were discussed.

These meetings were not just a discussion of standards, but an open dialogue on the values ​ ​ of the state service: honesty, transparency, respect for citizens. After all, personalized error prevention and support of specialists in their daily work make it possible to create a professional environment where corruption has no place.

"Our task is to advise employees before the problem arises. We help to get out of a situation where a conflict of interest or the risk of violation of official discipline is possible. This is important not only for the civil servant himself, but also for strengthening the trust of citizens and forming a positive image of the civil service, "said Kamshat Arystanbekova, Ethics Commissioner of the Ministry of Finance of the Republic of Kazakhstan.
