An international scientific and practical conference on the topic “Thirty Years of the Constitution of the Republic of Kazakhstan: Achievements and Prospects” was held at Abay Myrzakhmetov University in Kokshetau.

Chairperson of the Constitutional Court Elvira Azimova addressed the conference participants with a welcome speech in an online format. In her speech, she highlighted the fundamental role of the Constitution in maintaining social harmony and sustainable development in the country, the role of the 2022 constitutional reform in legally formalizing the formula “strong President – influential Parliament – accountable Government,” as well as the connection between this reform and the concept of “law and order” to ensure a balance between the development of the state and the protection of citizens' rights.

The speaker highlighted new initiatives by the President of the Republic of Kazakhstan to reform Parliament and introduce digital technologies using artificial intelligence. Regarding the introduction of AI in the field of justice, Azimova emphasized: “It is important to ensure that decisions remain within the sphere of human responsibility, retain their legitimacy, and comply with the spirit and letter of the Constitution.”

Constitutional Court Judge Erkin Ongarbayev told conference participants about the activities of the Constitutional Court, as well as the final decisions adopted based on the results of reviewing the constitutionality of certain provisions of current legislation and their implementation by state bodies. In response to questions from participants about the specifics of the work of the constitutional control body, Saltanat Nurimbetova, head of the department for the initial consideration of appeals at the Constitutional Court, provided explanations.
