Corruption is a systemic threat to Kazakhstan's security, threatening the stability of the State and society. According to article 22 of the Law of the Republic of Kazakhstan "On Combating Corruption", all state bodies, organizations, quasi-public sector entities and officials are required to combat corruption within their competence.

 Corruption is the illegal use by persons holding a responsible public position, by persons authorized to perform public functions, by persons equated to persons authorized to perform public functions, by officials of their official (official) powers and related opportunities in order to obtain or extract property (non-property) benefits and advantages personally or through intermediaries. for themselves or third parties, as well as bribing these persons by providing benefits and advantages.

 A corruptionoffense is an unlawfulculpableact(actionoromission) that hassigns of corruption,forwhichadministrativeorcriminalliability is established by law. Taking abribeisoneof the mostdangerousofficialoffenses,especiallyifit is committed by a group of peopleoraccompanied by extortion,whichconsistsinobtainingadvantagesandbenefitsforlegitimateorillegalactions(inaction) by an official.Giving a bribeis a crimeaimedatinducing an officialtocommitlawfulorillegalactions(inaction),or to provide or receiveanyadvantagesinfavor of the giver,includingforgeneralpatronageorconnivance in theservice.

It is necessary to understandthat a bribeisnotonlymoney,itcanbeprovidedsecurities,otherproperty, the righttopropertyor the benefit of property, the provision of services(payment for banquetsinrestaurants,touristtrips,provision of vehicles,etc.)foractionsoromissionsinfavor of the bribe giver.Briberyis the mostdangerouscorruption and officialcrime.

It undermines the authority of the state apparatus, gives rise to the idea of the possibility of achieving what is desired by bribing officials. The fight against corruption in Kazakhstan has been identified as one of the main priorities of state policy. Undoubtedly, corruption is a big complex problem that the whole society must deal with.
