Cases of selling low-quality cement with forged documents have been uncovered in the Turkestan region.

During unscheduled inspections by the Department of the Committee for Technical Regulation and Metrology in the Turkestan Region, it was discovered that imported cement sold in the region did not meet the requirements of the technical regulation "On the Safety of Buildings and Structures, Construction Materials and Products," and was also sold with a counterfeit certificate of conformity.
According to Article 35 of the Law of the Republic of Kazakhstan "On Technical Regulation," products for which technical regulations have been introduced must comply with the established requirements and be certified in the prescribed manner. The release of products without a conformity assessment and the necessary documentation is prohibited.
"Cement is a key building material, the quality of which directly affects the safety of buildings and structures. To ensure safe use, this material must be accompanied by all necessary documentation, including instructions for use, a quality certificate, a certificate of conformity, and other materials necessary for risk analysis," noted Bauyrzhan Kasymov, Deputy Chairman of the Committee for Technical Regulation and Metrology.
Following the inspections, two entrepreneurs were fined 920,088 tenge under Part 1 of Article 415 of the Code of Administrative Offenses of the Republic of Kazakhstan. They were ordered to rectify the violations, and a decision was made to implement operational measures by banning the release of 3,577 units of CONCH cement.
Furthermore, for obstructing officials of state control and supervisory bodies in the performance of their official duties, these entrepreneurs were fined 668,440 tenge under Part 1 of Article 462 of the Code of Administrative Offenses of the Republic of Kazakhstan.
