Delegation of the Republic of Kazakhstan Participated in the 42nd Session of the ICAO Assembly

Montreal, 23 September – 3 October 2025. The delegation of the Republic of Kazakhstan, led by Ms. Saltanat Tompieva, Chairwoman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, participated in the 42nd Session of the Assembly of the International Civil Aviation Organization (ICAO).

The event brought together more than 3,200 delegates from 193 ICAO Member States, ICAO Leadership, Ministers of Transport, International Relations and Francophonie of the Province of Quebec (Canada), representatives of Montreal, as well as the international aviation sector.

The Assembly was opened by Mr. Salvatore Sciacchitano, President of the ICAO Council, and Mr. Juan Carlos Salazar, Secretary General of ICAO. In his address, Mr. Sciacchitano highlighted the global challenges facing aviation today and stressed the need for joint solutions.

“The way we shape the future of aviation today will define the opportunities that this sector will offer to the world for generations to come. May this Assembly be remembered as the one that set the direction for aviation in the 21st century. Your debates and resolutions over these two weeks will chart the strategic course for aviation for the decades ahead,” – underlined Mr. Sciacchitano.

It was emphasized that aviation must remain the foundation of sustainable global mobility, ensuring a balance between safety, development, and environmental protection. Particular attention was given to the decarbonization of aviation, the adoption of innovative technologies, and the training of new generations of specialists, as well as the need to support the development of civil aviation in landlocked countries.

One of the highlights of the first week was the presentation of the Edward Warner Award, ICAO’s highest honour (named after the first President of the ICAO Council, 1947–1957), to the Air Crash Victims’ Families’ Federation International (ACVFFI). In addition, fourteen States were recognized for their significant progress toward achieving zero fatalities in international aviation.

During this session, ICAO Member States elected a new 36-member ICAO Council. The Assembly also approved ICAO’s triennium budget, reviewed the Organization’s performance in the technical, legal, economic, and financial fields, as well as in technical assistance, and defined its strategic objectives through 2028.

The Assembly agenda included 39 items, among them: the economic development of air transport, key safety and air navigation initiatives, progress in facilitation, implementation of ICAO’s Traveller Identification Programme, major developments in aviation security policy, environmental protection and climate change, carbon emission reduction for international aviation (CORSIA), human resources management and gender equality, capacity building, and aviation innovation.

The 42nd ICAO Assembly served as an important platform for Kazakhstan to advance national initiatives, strengthen bilateral and multilateral cooperation, and reaffirm the country’s commitment to international standards and principles in civil aviation.
