On the entry into force of amendments to Technical Regulation TR CU 018/2011 with regard to the definition of a single vehicle

We inform interested parties and participants of foreign economic activity about upcoming changes in the legal regulation of conformity assessment of single vehicles.
From October 20 this year will come into force the Decision of the Council of the Eurasian Economic Commission of May 23, 2025 № 45, which amends the Technical Regulations of the Customs Union “On the Safety of Wheeled Vehicles” (TR TS TS 018/2011).
Decision of the EEC Council No. 45 clarifies the definition of the concept of “single vehicle” contained in Section II “Definitions” of Technical Regulation TR CU 018/2011.
The paragraph of the definition relating to vehicles imported by a natural person is set out in a new wording. The text after the words “by a natural person for his own needs” is supplemented with the following specification: “(under single vehicles for own needs are understood certain types of auto- and motor vehicles and trailers to auto- and motor vehicles, defined by the Eurasian Economic Commission as vehicles for personal use);”
This addition establishes a direct legal link between the norms of technical regulation (TR CU 018/2011) and the customs legislation of the EAEU in terms of the application of non-tariff regulation measures.
Since October 20 of this year, in order to classify a vehicle imported by an individual as a “single” vehicle for the purpose of conformity assessment and obtaining a Certificate of Vehicle Construction Safety (CVCS), it is necessary for the vehicle to be recognized as goods for personal use in accordance with the criteria established by the customs legislation.
The criteria for classifying vehicles as goods for personal use are defined by the EEU Customs Code and Decision of the EEC Council No. 107 of December 20, 2017 “On Certain Issues Related to Goods for Personal Use”.
We ask foreign trade participants, customs representatives and individuals planning to import vehicles to take these changes into account in their activities for the correct application of non-tariff regulation measures and customs declaration.
