Kazakhstan’s Statement at the High-Level Dialogue on the Role of Civil Aviation in Supporting the Sustainable Development of Landlocked Developing Countries

23 September 2025, Montreal, ICAO Headquarters. On the margins of the 42nd Session of the International Civil Aviation Organization (ICAO) Assembly, a High-Level Dialogue was held on the theme “The Vital Role of Civil Aviation in Supporting the Sustainable Development of Landlocked Developing Countries (LLDCs)”.

The event was opened by ICAO Secretary General Mr. Juan Carlos Salazar. The session was moderated by Mr. Nicolas Rallo, Director of ICAO’s EUR/NAT Office. The discussion brought together representatives of landlocked countries, as well as leaders of civil aviation, international, and financial organizations.

The Republic of Kazakhstan was represented by Ms. Saltanat Tompieva, Chairwoman of the Civil Aviation Committee of the Ministry of Transport, who emphasized that Kazakhstan, as the largest landlocked country in the world, considers civil aviation a strategic instrument for overcoming geographical limitations and strengthening regional and global connectivity.

The Kazakh side highlighted three key pillars underpinning the country’s approach to developing air connectivity:

  1. Investment in infrastructure and innovation;
  2. Expansion of international connectivity;
  3. International cooperation and solidarity.

In her remarks during the final round of discussions, Ms. Tompieva stressed that the assessment of the needs of landlocked developing countries should focus on air transport liberalization, strengthening safety oversight capacity, modernizing infrastructure through environmentally sustainable technologies, and expanding access to financing.

According to her, partnerships at the regional and global levels play a crucial role in mobilizing investment, sharing expertise, and fostering innovation — enabling landlocked developing countries to turn geographical constraints into opportunities and become fully integrated members of the global aviation system.
