Chaired by the regional akim, Nurlybek Nalibayev, the Senate Committee on Finance and Budget held an off-site meeting to discuss the implementation of the budget process in accordance with the requirements of the updated legislation.
The meeting was attended by Sultanbek Makezhanov, Chairman of the Senate Committee on Finance and Budget; Gulyorom Mullabayeva, Director of the Budget Policy Department of the Ministry of National Economy; and Seilkhan Ismagulov, Director of the Budget Planning Department of the Ministry of Finance.
The regional leader emphasized the objective of rational planning and effective budget allocation, as outlined in the President's instruction.
«As is known, Head of State Kassym-Jomart Kemelevich set objectives for effective planning, targeted allocation, and allocation of budget funds. As a result of the analysis and monitoring measures for the targeted use of funds allocated from the regional budget for social services in 2023-2025, approximately 100 billion tenge were saved. Of these, 58 billion 600 million tenge were saved in education, 13 billion 100 million tenge under the «Art Sport» program, and 8 billion 200 million tenge in social protection, and these funds remained in the budget treasury.
7 billion tenge was allocated from sponsors for the preparation of documentation for new investment projects. We built «Spirituality Centers» in all seven districts, uniting previously disparate institutions into a single center. This allowed us to reduce the cost of maintaining these buildings. The construction of additional school buildings completely resolved the problem of three-shift instruction and prevented the need to build new schools. Thus, the budget burden was reduced, and 13 billion 100 million tenge were optimized», - said Nurlybek Mashbekovich.
According to experts, general transfers for the new three-year period will contribute to achieving the key objectives set before the Government, including expanding the financial autonomy of the regions, equalizing the availability of social benefits and public services for the population, and reducing infrastructure disparities between regions.
Meeting participants discussed current issues arising during the budget process, as well as the transfer mechanisms currently in place in the country, and received answers to their questions.
