Kazakhstan Participates in the 10th Council of Europe Conference of Ministers responsible for Youth

Valletta (Malta), October 8-9, 2025 – The 10th Council of Europe Conference of Ministers responsible for Youth on the theme “Youth for Democracy: A Youth Perspective in Action” took place. The event was attended by ministers and official representatives from the Council of Europe member states, heads of international youth organizations, and Council of Europe institutions.
The Republic of Kazakhstan was represented at the conference by Ms.Anel Bakytbekkyzy, the Consul General of the Republic of Kazakhstan in Strasbourg, and Mr.Valikhan Bakhretdinov, a Member of the Bureau of the European Steering Committee for Youth (CDEJ). During the plenary session, Ms.Anel Bakytbekkyzy presented Kazakhstan's priorities in the field of youth policy and spoke about the implementation of the State Youth Policy Concept for 2023-2029. She emphasized that Kazakhstan consistently promotes the principles of youth participation in decision-making and builds partnerships with international structures based on the values of democracy, inclusion, and sustainable development.
Within the framework of the conference, the Kazakh delegation participated in discussions on integrating the youth perspective into public policy-making processes, updating the European Charter on the Participation of Young People in Local and Regional Life, and cooperation in the fields of youth mobility and civic engagement. The Kazakh side also participated in events dedicated to the activities of the European Youth Card Association (EYCA).
Kazakhstan's participation in the conference contributed to strengthening the dialogue with the Council of Europe and its youth institutions, and reaffirmed the country's commitment to developing an inclusive, open, and forward-looking youth policy.
