On October 3, 2025, one of the most important events in the field of water management in our country, the republican seminar-conference "Digital tools as a new model of water infrastructure management", began in Shymkent. The goal of the seminar is to ensure the sustainable development of the industry through the effective management of water resources, the introduction of modern digital solutions in water supply and drainage systems.
The event was attended by Vice Minister of Industry and Construction of the Republic of Kazakhstan Zhannat Dubirova, heads of the ministry's committees, representatives of the Kazakhstan Center for Modernization and Development of Housing and Utilities JSC, as well as specialists from public organizations and local executive bodies. In addition, special guests of the seminar were representatives of large foreign companies of the world level: Veolia , Aqualia and SUEZ .
The seminar discussed topical issues related to the introduction of digitalization and automation in water management systems, the use of artificial intelligence, and the modernization of the energy and utilities sector. According to participants, digital technologies provide a great opportunity to reduce the human factor in the water sector, reduce costs, and improve the quality of services.
Opening the meeting, Vice Minister Zhannat Dubirova noted the strategic importance of developing water infrastructure and introducing digital technologies in her speech. She recalled that the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, in his Address to the Nation this year, paid special attention to the modernization and effective management of the housing and communal services sector. “Today’s seminar is one of the concrete steps towards implementing the instructions of the Head of State. Through the rational use of water resources and the introduction of a digital monitoring system, we will increase the transparency of the sector and strengthen its efficiency,” the Vice Minister said.
During the seminar, Anarbek Orman, General Director of Water Resources – Marketing LLP, shared the company's achievements in digitalization and automation. As he noted, today almost all production processes at the enterprise are automated: water pressure regulation, consumption calculation, remote control of drainage and treatment systems are fully integrated into the digital system. In addition, geographic information systems (GIS) and hydraulic modeling tools have significantly increased the efficiency of water distribution and wastewater management.
"Our main goal is to completely digitalize water supply and drainage systems. This is not just a technical solution, but also a real mechanism for increasing environmental and economic efficiency. Currently, work is underway to integrate all water infrastructure facilities into a single SCADA system. Through this system, operators will be able to monitor the status of water systems in real time," said Anarbek Orman.
The participants were also introduced to a modern multi-channel water analyzer installed at the enterprise. This device allows you to check the quality of drinking water and wastewater in just 30 minutes for four main parameters. Such technologies not only increase production efficiency, but also enhance the level of environmental safety.
During the event, foreign guests also shared their innovative experiences. Representatives of Veolia , Aqualia and SUEZ presented new solutions in the field of water purification and reuse, energy saving and environmental sustainability. They noted the high potential for developing mutual partnerships with Kazakhstan.
The seminar participants were then offered the opportunity to visit the production facilities of Water Resources – Marketing LLP and get to know the technologies there firsthand. The delegates toured the water treatment plant and the biological wastewater treatment complex, and saw the operation of digital control systems with their own eyes.
At the end of the meeting, the participants discussed proposals and concrete steps aimed at modernizing the water resources management sector in the country. Following the results of the seminar, the participants made a joint decision to accelerate the digitalization of water infrastructure, introduce new technologies, and expand international cooperation.
This seminar marked the beginning of a new phase of digital transformation in the water sector of Kazakhstan. The experience of Shymkent will serve as a model for other regions of the country.
