The operation of the customs procedure of the free customs zone (FTZ) must be completed in the following cases:

Termination of the FEZ operation If the operation of the special economic zone (SEZ) is terminated or a decision is made to terminate the application of the customs procedure of the special economic zone on the territory of this FEZ, the procedure must be completed within 6 months from the date of termination of the operation of the FEZ or the entry into force of such a decision.

Loss of FEZ resident status If the person who placed the goods under the customs procedure of the FEZ has lost the status of a resident (participant, subject) of the FEZ, the procedure must be completed within 6 months from the date of loss of such status.

Export of goods from the territory of the FEZ If the goods placed under the customs procedure of the FEZ are exported from the territory of the FEZ, as well as goods manufactured or obtained from them, the procedure is considered completed, except in the following cases:

Permitted cases of export:

- for the purposes specified in paragraph 4 of Article 285 of the Customs Regulation Code;

- for movement between FEZs – from one territory of the FEZ to another using the customs transit procedure (in the case provided for in paragraph 8 of this Article);

- for disposal or destruction, if the goods have lost their consumer properties and are unusable, subject to compliance with the legislation of the Republic of Kazakhstan;

- for the consumption of goods in accordance with subparagraph 5) of paragraph 1 of Article 285 of the Customs Regulation Code;

- when transferring rights to goods to: another resident (participant, subject) of the FEZ; or to a person who is not a resident of the FEZ, if such transfer is carried out in accordance with paragraphs 8 and 9 of this Article, except in cases specified in paragraphs 8 and 10 of Article 285 of the Code on Customs Regulation.
