The procedure for the import of goods for personal use comprises the rules under which individuals (citizens) are permitted to bring items into the country's territory without incurring customs duties or subject to the payment of such duties if the established norms are exceeded.
Below is the general procedure existing in the EEU member States (including Kazakhstan) as of 2025.
Who can import goods for personal use
Goods for personal use are defined as items that are not intended for resale or business activities, but rather for the personal needs of a citizen or their family. Such goods may be imported:
when crossing the border in person;
by mail (e.g., online purchases);
in checked luggage, hand luggage, or conveyed on the vehicle.
Import at personal border crossing (by land transport)
It is possible to import without paying customs duties:
goods totaling up to 500 euro, and weighing up to 25 kg.
If the limits are exceeded, it is required to pay a fee:
30 % of the excess cost, but not less than 4 euros for each kilogram above the norm.
Import during a flight
When crossing the border by air (by plane):
- It is allowed to import duty-free goods totaling up to 10,000 euro and weighing up to 50 kg.;
- over the limit — a fee of 30% of the excess cost, but not less than 4 euros per 1 kg.
Import of goods by mail (internet purchases)
For goods received through international mail:
limit — 200 euro and 31 kg per package;
when exceeding — the fee is 15% of the excess cost, but not less than 2 euros per kilogram.
Goods subject to special control
Some categories of goods have separate import norms:
Alcohol
Limit: up to 3 liters
Note: without fee; from 3 to 5 liters — fee of 10 euros / liter; over 5 liters — forbidden.
Tobacco
Limit: up to 200 cigarettes or 50 cigars
Note: only for persons over 18 years.
Cash
Limit: up to 10,000 USD (or equivalent)
Note: if the amount is over, a mandatory written declaration.
Food
Limit: in reasonable quantities for personal needs
Note: meat and dairy products— with restrictions.
Declaration
If the established limits are not exceeded, travelers may utilize the "green corridor" without the requirement to complete a customs declaration.
If the limits are exceeded, travelers must complete the passenger customs declaration and pay the requisite customs duty.
Prohibited and restricted goods
The following items may not be imported for personal use:
Weapons, ammunition, and explosives (without a requisite permit);
Narcotic and psychotropic substances;
Rare plants and animals (without CITES permits);
Extremist materials and pornography
