TRIP-2025 Symposium held at ICAO Headquarters

Montréal, 4–6 November 2025 – Permanent Representative of the Republic of Kazakhstan to the International Civil Aviation Organization (ICAO) Mr. Timur Tlegenov, participated in the 20th Anniversary TRIP-2025 Symposium (Traveller Identification Programme) titled “Identity Without Borders: Building a Next-Generation Seamless Passenger Experience.”
The event, held at ICAO Headquarters, brought together leading experts, government officials, airport and airline representatives, and international organizations to discuss cutting-edge passenger identification technologies and digital solutions in civil aviation. Participants included experts from Canada, China, Finland, France, Germany, Japan, the Netherlands, the Republic of Korea, Saudi Arabia, the United States, as well as representatives from IATA, the Airports Council International (ACI), INTERPOL, etc.
In his opening remarks, ICAO Council President Mr. Salvatore Sciacchitano stated: "Every person deserves reliable proof of identity and the freedom to travel. That is why billions of people depend on the work we do at the TRIP Symposium."
ICAO Secretary General Mr. Juan Carlos Salazar highlighted the rapid growth of global passenger traffic, noting: "If 4.6 billion passengers are expected to travel by air in 2025, ICAO projects this number to reach 12.4 billion annually by 2050. In this context, safe and inclusive identity management for all travelers is essential to realizing ICAO’s Strategic Plan for 2050 – ensuring safe flights for everyone, everywhere, with zero fatalities and carbon neutrality."
To date, 165 ICAO Member States have issued over one billion electronic machine-readable travel documents (MRTDs) that can be instantly verified worldwide through the ICAO Public Key Directory (PKD). New Digital Travel Credentials (DTC) are expanding contactless travel opportunities, including in countries with limited infrastructure.
From 4 to 6 November 2025, participants engaged in a rich program that included:
- Discussions on two decades of TRIP achievements, including regulatory updates, TRIP Strategy, Doc 9303 specifications, PKD expansion, and digital integration;
- Presentations of innovative digital identifiers such as DTC and the European Travel Information and Authorisation System (ETIAS) for secure, contactless border crossings;
- National practices and case studies from Finland, the Netherlands, Canada, Serbia, Germany, Japan, and others;
- Sky Talks and demonstrations showcasing innovations in artificial intelligence, quantum-resilient identifiers, and digital border management;
- An exhibition featuring a broad range of products and solutions related to document security and passenger identity management.
During the anniversary TRIP Symposium, the TRIP Award of Excellence was presented to Dr. Uwe Seidel, Scientific Director of the Federal Criminal Police Office of Germany and Chairperson of the ICAO TAG/TRIP New Technologies Working Group (NTWG). The award recognizes his outstanding contribution to the development, promotion, and implementation of the ICAO TRIP Programme as a cornerstone of aviation security and facilitation.
The event reaffirmed ICAO’s commitment to advancing a safe, efficient, and inclusive global air transport system and enabling seamless border crossing through the use of advanced digital technologies. The discussions and presentations at the TRIP Symposium contribute to the accelerated adoption of innovative solutions that enhance both the safety and convenience of passenger travel worldwide.
