Digital Transformation of Customs: SRC and ITC Identified Priority Areas of Cooperation

On November 5, 2025, an expert meeting between the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC) and the International Trade Centre (ITC) was held in Astana within the framework of the Ready4Trade Central Asia project.
The main topic was to define concrete steps for the implementation of the Concept on Supporting the Modernization of Customs Administration, developed jointly by the ITC and the SRC.
Ermek Kozhabergenov, Head of the International Cooperation Department of the SRC, noted that the Concept would serve as a practical tool for the systemic development of customs administration in Kazakhstan and a foundation for coordinated action between SRC divisions and ITC representatives. According to him, the implementation plan is aimed at developing “seamless” transit corridors, introducing artificial intelligence, and improving risk management.
Adelina Harunjen, Head of the Trade Facilitation Component of the Ready4Trade Central Asia project, emphasized that Kazakhstan demonstrates steady progress and can become a regional model in the digital transformation of customs.
During the meeting, the parties identified key areas of joint work:
- Development of “seamless” transit corridors and enhancement of digital interoperability;
- Introduction of artificial intelligence for cargo flow analysis and control;
- Improvement of risk management and data analytics;
- Development and mutual recognition of the Authorized Economic Operator (AEO) programme.
The parties agreed to prepare a unified implementation plan for the Concept, which will serve as a roadmap for digital reforms and ensure the transition to a more transparent, efficient, and intelligent model of customs administration.
This step strengthens Kazakhstan’s position as a regional hub for innovation and logistics integration, where digital solutions form the foundation of open and secure trade of the future.
