10 November 2025, Vienna – Kazakhstan delegation took part in the 65th session of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty (CTBT).

The Permanent Representative of the Republic of Kazakhstan to the International Organizations in Vienna Mukhtar Tileuberdi, in his statement, expressed concern over the growing militaristic rhetoric and signs of a possible resumption of nuclear testing amid rising global geopolitical tensions. The Ambassador emphasized that Kazakhstan, as a consistent advocate for peace and a world free of nuclear weapons, views any steps toward the renewal of nuclear testing as a serious threat to international stability and a potential trigger for a new arms race.

In this context, the Kazakh Ambassador recalled the call made by President Kassym-Jomart Tokayev during the 80th session of the UN General Assembly to promptly resume high-level dialogue among nuclear-weapon states. Kazakhstan expressed its readiness to assist in organizing and facilitating such negotiations.

As a country that has directly suffered from nuclear testing, Kazakhstan consistently advocates for victims assistance and environmental remediation. In this regard, the Ambassador noted that Kazakhstan, together with Kiribati, had initiated a historic resolution of the UN General Assembly on addressing the consequences of the use or testing of nuclear weapons, adopted at the 80th session of the UNGA First Committee.

Kazakhstan is convinced that these collective efforts will gain broad international support and contribute to achieving nuclear justice and advancing toward a safer and nuclear-weapon-free world.

Within the framework of the current session of the CTBT Preparatory Commission, the adoption of the Organization’s annual budget and other important decisions aimed at ensuring the effective functioning of the Treaty’s verification regime are expected.
