Vienna, 23 July 2026 – At a meeting of the Permanent Council of the Organization for Security and Co-operation in Europe (OSCE), Kazakhstan’s Permanent Representative to the OSCE, Ambassador Mukhtar Tileuberdi, strongly condemned the recent drone attacks on civilian vessels engaged in the legitimate transportation of oil through the infrastructure of the Caspian Pipeline Consortium (CPC) in the Black Sea.

Kazakhstan emphasized the strategic importance of the CPC, which handles approximately 90 per cent of the country’s oil exports. It was noted that the attacks had resulted in the temporary suspension of loading operations, posing risks to international investors and to European and global energy security.

Ambassador Tileuberdi stressed that Kazakhstan regards these incidents as an unacceptable infringement upon the country’s economic interests and as a threat to international trade, global energy markets, and the security of global transport and logistics chains.

Particular attention was drawn to the failure to comply with the agreed mechanism for exchanging information on civilian vessels entering the Black Sea to load oil at CPC terminals, thereby endangering the lives and safety of their crews.

The Kazakh diplomat called for an immediate cessation of the attacks and the adoption of comprehensive measures to ensure the security of infrastructure used for the export of Kazakhstan’s hydrocarbons. He also urged the OSCE participating States to unequivocally condemn the attacks and work together to develop practical measures aimed at preventing similar incidents in the future.

Delegations from Canada, Kyrgyzstan, Russia, Türkiye, Ukraine, and the United Kingdom also took the floor on the matter. They expressed understanding for Kazakhstan’s position and acknowledged the importance of the issue and the need to safeguard global energy security.
