On some issues of regulating the export of scrap and waste of ferrous and non-ferrous metals

A ban has been imposed for a period of six months on the export of all types of transport from the territory of the Republic of Kazakhstan:
codes of the commodity nomenclature of foreign economic activity of the Eurasian Economic Union (hereinafter referred to as the EAEU HS codes) 7404 00 - copper waste and scrap, 7602 00 - aluminum waste and scrap, 7802 00 000 0 - lead waste and scrap, 8549 11 000 0 - lead battery waste and scrap, spent lead batteries, 8549 12 000 0 - other, containing lead, cadmium or mercury, 8549 13 000 0 - sorted by chemical type and free of lead, cadmium or mercury, 8549 14 000 0 - unsorted and free of lead, cadmium or mercury, 8549 19 000 0 - other;
EAEU HS Code 7204 - ferrous metal waste and scrap, ferrous metal ingots for remelting (charge ingots); used pipes, rails, railway track elements and rolling stock: EAEU HS Codes 7302 - ferrous metal products used for railway or tram tracks, rails, counter rails and gear rails, transfer rails, blind crossing crosses, transfer rods and other transverse joints, sleepers, butt linings and linings, wedges, base plates, hook rail bolts, cushions and extensions, bed frames, crossbars and other parts intended for connecting or fixing rails, EAEU HS code 7303 00 - hollow pipes, tubes and profiles, of cast iron, EAEU HS Code 7304 - hollow pipes, tubes and profiles, seamless, of ferrous metals (except cast iron), EAEU HS code 7305 - other pipes and tubes (for example, welded, riveted or connected in a similar way), with a circular cross-section, the outer diameter of which is more than 406.4 mm, of ferrous metals, EAEU HS code 7306 - other hollow pipes, tubes and profiles (for example, with an open seam or welded, riveted or connected in a similar way), of ferrous metals, EAEU HS code 8607 - parts of railway locomotives or tram motor cars or rolling stock, with the exception of used rolling stock elements, imported into the territory of the Republic of Kazakhstan for repair and exported back, as well as exported from the territory of the Republic of Kazakhstan for repair and imported back by road: EAEU HS codes 8607 12 000 0 – other trolleys, 8607 19 100 1 - used, 8607 19 100 9 - other, 8607 19 900 9 - other, 8607 21 100 9 - other, 8607 21 900 9 - other, 8607 29 000 0 – other, 8607 30 000 0 - hooks and other coupling devices, buffers, and parts thereof, 8607 99 800 0 – others.
For the goods specified in the third paragraph of paragraph one of this order, participants in foreign economic activity, five working days before the expected date of movement of goods across the state border of the Republic of Kazakhstan, submit to the Committee of Industry of the Ministry of Industry and Construction of the Republic of Kazakhstan agreements (contracts) for the repair of rolling stock elements, a declaration of goods (if any), and also, certificates of completed works within five working days after the import of the specified goods into the territory of the Republic of Kazakhstan. The submission of documents is accompanied by the date and name of the checkpoint on the state border of the Republic of Kazakhstan through which the goods are planned to be transported.
The Committee of Industry of the Ministry of Industry and Construction of the Republic of Kazakhstan, within three working days from the date of receipt from participants of foreign economic activity of the documents specified in part one of this paragraph, notifies the Committee of State Revenue of the Ministry of Finance of the Republic of Kazakhstan about participants of foreign economic activity, goods, date and checkpoint on the state border of the Republic of Kazakhstan through which it is planned to move goods
This order will enter into force on October 30, 2025 and is subject to official publication.
