In the East Kazakhstan Region, the acceptance of applications for microloans under the state program "Aуыл Аманаты" has resumed. This was reported by the regional Chamber of Entrepreneurs.
In 2023–2025, the program has already financed 400 projects in the region for a total of 4 billion 35.1 million tenge, creating 597 jobs. In 2025 alone, 115 new projects totaling 1.5 billion tenge were approved, 38 of which are being implemented through agricultural production cooperatives (APCs). Processing of agricultural products accounts for 12.4%.
Key conditions of microcrediting under the Aуыл Аманаты program:
Loan term: up to 5 years for non-agricultural projects and up to 7 years for agricultural production and processing.
Interest rate: no more than 2.5% per annum.
Maximum amount: up to 2,500 MCI (or up to 8,000 MCI for processing and cooperatives).
Grace period on principal debt: up to 12 months.
Mandatory collateral.
Borrower age: from 21 to 63 at the time of loan completion.
Funds may be used only via non-cash transactions.
The targeted use of funds must be documented within 90 days after receiving the microloan (for long-term projects — within 12 months).
Microloans are provided for the development of livestock breeding, crop production, poultry farming, processing, tourism, as well as for the purchase of new agricultural machinery and equipment.
Financing is not allowed for projects related to wholesale or retail trade, the purchase of passenger cars, the construction of residential buildings for rent, or the purchase of livestock from close relatives.
Participants of the program may include unemployed citizens, individuals engaged in activities without formal registration as an entrepreneur, individual entrepreneurs and farm households, agricultural cooperatives, and their members.
