Paperless Transit: Kazakhstan and Uzbekistan Expand Cooperation in Customs and Taxes

On November 14, 2025, bilateral meetings were held in Tashkent between Zhandos Duisembiev, Chairman of the State Revenue Committee, and the heads of Uzbekistan's customs and tax authorities.
The main topic of the talks with Akmalkhuja Mavlonov, Chairman of the Customs Committee under the Ministry of Economy and Finance of the Republic of Uzbekistan, was improving the efficiency of border checkpoints.
Kazakhstan and Uzbekistan agreed to expedite «single-window» clearance and implement digital technologies that will:
- speed up vehicle clearance,
- reduce border waiting times,
- increase the transparency of all operations at checkpoints.
Direct integration of the information systems of the customs authorities of the two countries will eliminate unnecessary intermediary services and, accordingly, reduce business costs, where the transferred data will be used in customs clearance and converted into transit declarations, eliminating unnecessary paperwork.
The parties also agreed to modernize key transport routes. Developing these corridors will make transportation predictable and transparent, increase cargo turnover, and expand opportunities for investment and joint projects.
This will strengthen economic ties and enhance the region's importance as a transit hub.
Following the meeting, two important agreements were signed that will make life easier for citizens and businesses.
- Agreement on the exchange of information on individuals' vehicles. This document will expedite border crossings for citizens, reduce bureaucratic procedures, and ensure the prompt exchange of data between the two countries. Citizens will be able to undergo border control more quickly and conveniently.
- Agreement on simplifying procedures for the movement of goods and vehicles. This agreement aims to automate key processes, expedite cargo clearance, and increase the transit potential of the corridors between Kazakhstan and Uzbekistan. Businesses will benefit from more predictable delivery times and reduced administrative costs.
The signed documents open a new stage of cooperation and lay the foundation for further digitalization and growth in mutual trade.
On the same day, at a meeting with Sherzod Kudbiyev, Chairman of the Tax Committee of Uzbekistan, issues of improving tax administration and exchanging best practices for modernizing tax systems were discussed.
Particular attention was paid to upcoming changes to the Tax Code of the Republic of Kazakhstan, digital tax control tools, and international experience in administration.
The parties considered the possibility of creating a sustainable mechanism for exchanging information on transactions with digital assets and cryptocurrencies. This will improve the transparency of such transactions, reduce risks, and prevent violations of tax legislation.
The negotiations were an important step in strengthening the partnership and identified areas for further joint work in the interests of citizens and businesses of both countries.
