Kazakhstan Strengthens Cooperation with GRECO

Strasbourg, 18 November 2025 – The Agency of the Republic of Kazakhstan for Civil Service Affairs participated in the 101st Plenary Session of the Group of States against Corruption (GRECO). The delegation was headed by Deputy Chairman of the Agency, Salauat Muksimov.
In his address to the plenary session, the head of the delegation noted that, following the recent reorganization, the functions for coordinating and interacting with GRECO had been transferred to the Agency for Civil Service Affairs. He emphasized that these measures aim to enhance the effectiveness of preventive anti-corruption mechanisms and to ensure the implementation of GRECO recommendations within the framework of the national anti-corruption policy.
The Deputy Chairman informed participants about Kazakhstan’s ongoing efforts to strengthen its national anti-corruption system through a comprehensive set of measures, viewing GRECO’s recommendations as a guiding benchmark for further reinforcing institutions of justice and building stronger public trust.
During the visit, the delegation held a meeting with experts from the Council of Europe’s Economic Crime and Cooperation Division, where the parties discussed priorities for advancing cooperation between Kazakhstan and the Council of Europe. The discussions focused on strengthening anti-corruption policies, improving the regulatory and institutional framework, and ensuring alignment with GRECO recommendations.
Representatives of the Council of Europe highlighted the positive dynamics of cooperation with Kazakhstan and reaffirmed their readiness to expand work on new projects within the framework of bilateral collaboration.
