Another 400 Certificates Awarded to National Guard Servicemembers as Part of the “Conscripts 2.0” Program

A significant event took place in Astana for the servicemembers of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan — the ceremonial awarding of educational grants to conscript soldiers following the results of the national competition “Conscripts 2.0.”
This year, nearly 1,300 educational grants were allocated to National Guard servicemembers, including 15 certificates presented during the official ceremony.
In addition, representatives of Synergy University provided 5 additional grants for officers pursuing master’s degrees.
The certificates were presented by the Deputy Minister of Internal Affairs — Commander-in-Chief of the National Guard, Ansagan Baltabekov. He emphasized that participation in the project opens real opportunities for the future:
“Four hundred servicemembers of this draft from across the country, including 48 soldiers from the capital’s brigade, have deservedly received certificates for free higher education in universities of Kazakhstan.
This is not just encouragement — it is recognition of your effort, discipline, desire for knowledge, and the high results you achieved during your service.
The state places its confidence in the youth — in those who have completed their military duty with honor and dignity. I am confident that you will justify this trust, receive a quality education, contribute to the development of our country, and become an example for future generations,” noted A. Baltabekov.
The initiative to strengthen cooperation between the Armed Forces and higher education institutions has been implemented since 2023. Under the agreements, citizens who successfully complete compulsory military service gain access to state educational grants. In addition to free education, competition winners are eligible for scholarships and free accommodation in dormitories.
This year, nearly 4,000 conscript soldiers from the law-and-order troops applied to participate. The winners were the best of the best — those who excelled in combat training, discipline, and the execution of special tasks. The final ranking determined the distribution of the grants.
Sungat Shamshi, a servicemember of military unit 5573, shared his impressions:
“For my achievements in service and studies, I received this opportunity, and now I will definitely continue my education to serve the benefit of my homeland.”
It is worth noting that more than 70 universities in Kazakhstan have signed memorandums to admit competition winners.
The awarding of educational grants has become an important incentive that not only increases the prestige of service in the law-and-order troops but also creates real opportunities for further personal and professional development of young defenders of the country.
