New Changes in Tax Administration: What Businesses Need to Know

Automatic Zero Reporting

If a taxpayer fails to submit a tax report on time, the State Revenue Committee (SRC) system will automatically generate a zero report.

This eliminates:

— notifications for failure to submit reports;

— administrative liability;

— suspension of outgoing transactions in second-tier banks.

Fewer sanctions — more convenience.


Reduction of Reporting Forms

The number of tax forms has been reduced by more than 30% — from 41 to 28.

This saves businesses time and simplifies administration.

The forms were approved by Order No. 695 of the Ministry of Finance dated 12.11.2025.


Tax Report Withdrawal Canceled

The service has been removed: the new system changes the administration approach, and withdrawal is no longer required.


Extension of Reporting Deadlines Abolished

This rule is now unnecessary — the automatic zero declaration mechanism is in place.


Service Groups Created in Local Revenue Departments

These are mobile teams of tax officers who assist certain categories of taxpayers with:

— public services;

— filling out declarations.
