The Future of Digital Asset Regulation: Open Dialogue Between the SRC and the Industry

On 4 December 2025, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan held a roundtable discussion chaired by Deputy Chairman of the SRC Seilzhan Akhmetov, with the participation of representatives of the “Blockchain and Digital Mining Association” and the cryptocurrency community.
During the meeting, participants were provided with clarifications on the key aspects of the tax reform in the field of digital assets, including the procedures for implementing the provisions of secondary legislation governing the submission of information by mining pools and cryptocurrency exchanges.
It was specifically noted that the new tax reporting forms provide for the disclosure of information on the cryptocurrency wallets of individuals and legal entities, which will help improve the completeness and reliability of tax data, as well as enhance the transparency of transactions involving digital assets.
In order to reduce the administrative burden on bona fide taxpayers, the possibility of introducing a simplified taxation regime for individuals conducting transactions with digital assets is being discussed. At the same time, the application of the general taxation regime for professional traders, taking into account the netting of financial results, is under consideration.
The State Revenue Committee reaffirmed its commitment to a policy of open dialogue with industry representatives. Regular communication with market participants is regarded as a key element of effective tax policy and an important prerequisite for building a transparent and sustainable digital asset ecosystem in the Republic of Kazakhstan.
