The State Revenue Committee reminds stakeholders of the need to obtain authorization documents in advance when moving specific goods.

      Control over specific goods in the Republic of Kazakhstan is regulated by the Law of the Republic of Kazakhstan «On Control of Specific Goods» (hereinafter — the Law). The list of specific goods is approved by Order of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated June 9, 2023, № 424 «On Approval of the Control List of Specific Goods» (hereinafter — the Control List).

      At the same time, control over the movement of specific goods across the State Border of the Republic of Kazakhstan is entrusted to the state revenue authorities (paragraph 2 of Article 9 of the Law).

     Thus, pursuant to paragraph 1 of Article 10 of the Law, individuals and legal entities of the Republic of Kazakhstan intending to carry out export, re-export, import, transit, or to provide extraterritorial intermediary services or technical assistance in relation to goods (including software and technologies) are obliged to identify such goods in accordance with the Control List.

     Articles 11, 12, and 13 of the Law stipulate that export, import, and transit of specific goods shall be carried out on the basis of licenses and permits.

     The authorized body in the field of control over specific goods, as well as the licensing authority, is the Ministry of Industry and Construction of the Republic of Kazakhstan (hereinafter — the MIC RK).

     In this regard, the Committee informs that if it is necessary to obtain an identification conclusion and/or a license or permit, applicants should apply to the MIC RK through the e-government portals www.elicense.kz and www.egov.kz, using an electronic digital signature and submitting the documents required by the legislation of the Republic of Kazakhstan.
