Information on the implementation of navigation seals for tracking shipments from February 11, 2026.

On April 19, 2021, the Heads of the Member States of the Eurasian Economic Union signed the Agreement on the Use of Navigation Seals for Tracking Shipments in the Eurasian Economic Union (hereinafter referred to as the Agreement), which was ratified by the Law of the Republic of Kazakhstan dated March 15, 2023, No. 211-VII ZRK.

In general, the Agreement regulates the tracking of goods when they are moved across the territories of two or more EAEU Member States using navigation seals.

Within the framework of work to implement the provisions of the Agreement, comprehensive work has been carried out to amend the legislation of the Republic of Kazakhstan, the information systems of control bodies have been modified, and interaction regarding the use of navigation seals has been tested within the framework of conducted pilot projects in road and railway transport.

In accordance with the Decree of the Government of the Republic of Kazakhstan dated September 10, 2024, No. 731 "On the Designation of the National Operator," the Limited Liability Partnership "Institute of Space Technique and Technology" (hereinafter referred to as the National Operator¹) has been designated as the national operator of the information system for tracking shipments, authorized to interact with the control bodies of the Republic of Kazakhstan and authorized operators of other EAEU Member States.

The National Operator has developed an automated information system for electronic tracking of shipments (Automated Information System "Transit"), which has been tested in a number of pilot projects.

The information system of the National Operator of the Republic of Kazakhstan provides for a "personal account" (personal cabinet) for the consumer (customer) of tracking services, with the ability to pay for the services of National Operators of the Eurasian Economic Union Member States (hereinafter referred to as the Union) involved in tracking the shipment along the entire route.

Integration activities of the National Operator of the Republic of Kazakhstan with the information systems of the state revenue bodies of the Republic of Kazakhstan and Authorized National Operators of the Union Member States have also been completed.

In accordance with Decision No. 84 of the Board of the Eurasian Economic Commission dated September 23, 2025, "On the Introduction of Shipment Tracking in Accordance with the Agreement on the Use of Navigation Seals for Tracking Shipments in the EAEU dated April 19, 2022," tracking using navigation seals is introduced on the territory of the Eurasian Economic Union from February 11, 2026, regarding goods moved across the territory of two or more Member States.

Tracking using navigation seals will be introduced in stages regarding goods moved by road and railway transport under the customs procedures of customs transit and export, as well as within the framework of mutual trade between the Union Member States.

Stages of application of navigation seals:

Stage 1 (from February 11, 2026):

  • Transit goods:
    • Road and railway transport: "sanctioned"² goods, alcohol, tobacco;
    • Road transport: clothing, footwear, electronics;
  • Export goods and goods transported within the framework of mutual trade of EAEU Member States:
    • Road and railway transport: "sanctioned"² goods, alcohol, tobacco.

Stage 2 (after 180 days):

  • Transit goods:
    • Road and railway transport: "sanctioned"² goods, alcohol, tobacco, clothing, footwear, electronics;
    • Road transport: other goods transported under the customs transit procedure (with the exception of exempted goods);
  • Export goods and goods transported within the framework of mutual trade of EAEU Member States:
    • Road and railway transport: "sanctioned"² goods, alcohol, tobacco.

Stage 3 (after 480 days):

  • Transit goods:
    • Road and railway transport: "sanctioned"² goods, alcohol, tobacco, clothing, footwear, electronics, and other goods transported under the customs transit procedure (with the exception of exempted goods);
  • Export goods and goods transported within the framework of mutual trade of EAEU Member States:
    • Road and railway transport: "sanctioned"² goods, alcohol, tobacco.

Advantages for market participants in connection with the implementation of navigation seals:

  • The use of navigation seals minimizes redundant inspections and additional control measures by customs and other control services;
  • Guarantee of cargo protection against unauthorized opening along the entire route;
  • Process management via a "personal account" in the National Operator's information system, including single payment for the services of operators of all Union countries.

For the state, the implementation of navigation seals is an effective tool for combating the "shadow" economy, eliminating "false transit" and "false export" schemes, ensuring fair competition, and ensuring a stable flow of tax revenues into the country's budget.

We draw the attention of business representatives, including carriers, freight forwarders, and other persons participating in transportation processes, to the necessity of complying with the requirements of the legislation of the Union and the Republic of Kazakhstan, to ensure the continuity of logistics processes and compliance with transportation deadlines.

² Sanctioned goods are goods regarding which special economic measures have been introduced by one of the Union Member States.
Reference: As of today, special economic measures have been introduced only in the Russian Federation; the list of goods is established by the Decree of the Government of the Russian Federation dated August 7, 2014, No. 778.
