Updating the Preamble to the Constitution is not just an editorial amendment

The issue of modernizing the preamble of the Constitution and updating its content in line with modern requirements was raised by Unzila Shapak, a deputy of the Majilis of the Parliament, within the framework of constitutional reform. She expressed this proposal at a meeting of the Constitutional Commission and shared her thoughts.

According to the deputy, updating the preamble to the Constitution is not just an editorial amendment. Such a change is an important step that strengthens national statehood and defines the ideological orientation of the country.

– The Head of State also clearly emphasized the need to base the preamble on national values. He paid special attention to the importance of clearly demonstrating the continuity of the traditions of civilization and statehood originating from the Kazakh steppe, and of clearly depicting Kazakhstan as the heir to the historical states of the Great Steppe. Therefore, it is our common duty to approach all proposals received within the framework of the Constitutional reform not superficially, but seriously and deeply, – said the Commission member in his speech.

The Preamble to the Constitution is the ideological and moral foundation of the Basic Law, as well as defines the ultimate goals of adopting the Constitution, and reflects the historical and cultural identity and national character of the country.

On this occasion, Unzila Shapak expressed her opinion and thoughts on the changes.

– The text of the preamble that we are now proposing should clearly reflect several fundamental directions. First of all, Kazakhstan should recognize itself as a unified nation. This is the main principle that strengthens national identity, unites all Kazakhstanis in a common goal and responsibility. The preamble should pay special attention to the unitary nature of the state, the inviolability of borders and the preservation of territorial integrity. In the current geopolitical situation, these principles are considered decisive factors in strengthening the country's sovereignty, - said the deputy.

Also, according to Unzila Shapak, the idea of "Just Kazakhstan" and the principle of "Law and Order", which is its core, are affirmed at the preamble level, defining a new philosophy of the development of the state and society.

– Today, when we talk about the Constitution, we should think not only about power and legal norms, but also about the responsibility of the nation to the future. Therefore, the idea of protecting nature, preserving our ecology should be reflected in the Constitution as a common value of society and the state. Culture, the Constitutional basis of a Just Kazakhstan - statehood - is established not only through laws and institutions, but also through the national spirit and culture. Therefore, the role of culture and spiritual values should be clearly reflected in the Constitution. It is this cultural basis that turns the people into a single nation and strengthens social unity. By enshrining culture at the Constitutional level, we clarify that a Just Kazakhstan is not only a legal, but also a civilized state. At the same time, the emphasis on culture and art, science and education, innovation, protection of nature, responsibility to present and future generations elevates the Constitution to the level of a civilized document, not just a legal one. This is a clear manifestation of a public agreement between the state and the people, - he said.
