The Head of State noted that large-scale changes are underway in our country, and we are faced with the task of carrying out constitutional reform and stepping into a completely new political system. He also noted that in the new era, it is necessary to actively engage in work on the mass introduction of digitalization and artificial intelligence into all sectors.
– Our society, our country as a whole, desperately needs the rule of law and strong order. Seeing the current very difficult situation in some foreign countries, we are all convinced of the correctness of this policy, there is no doubt about it. Law and order should be accepted as the main principle of our state policy, and I believe that this principle must be included in our new Constitution. Because this is undoubtedly a viable principle that will never lose its relevance. The role of the Prosecutor General's Office in this area is very important. An employee of the prosecutor's office has no right to be impartial and indifferent to violations of the law, - said the President.
Kassym-Jomart Tokayev drew attention to the fact that the process of digitizing the law enforcement system is uneven, that is, it is being carried out differently in each place.
– Each institution is developing its digital system independently. This is being done haphazardly. There is no unified system. For example, some agencies are working efficiently using digital methods. While others are spending huge amounts of money, unable to find the right approach. This, in other words, is a real embezzlement. Therefore, there is no need to waste money and create a new world. I instruct the government to analyze, test and improve the effectiveness of all existing digital solutions. A single digital ecosystem with a clear structure and uniform technological standards for law enforcement agencies should be created, - said the Head of State.
The President said that it is necessary to protect citizens' personal data.
– News about the publication of citizens' personal data in the information space often appears. In order to maximize the protection of personal data, this work must be carried out systematically, – said Kassym-Jomart Tokayev.
The Head of State touched upon the issue of combating cybercrime.
– Cybercrime is on the rise in the world. Every year, thousands of our citizens become its victims. Currently, only one fifth of fraudulent crimes on the Internet are solved. This is a very low figure. It is necessary to fundamentally reconsider the methods of combating cybercrime. To cope with the digital threat, law enforcement agencies must be one step ahead. We need to think ahead and find ways not to be left behind, - said the President.
Kassym-Jomart Tokayev called the mass digitalization of migration processes a very urgent issue.
– We need to massively digitize migration processes. This is a very urgent issue. We have been discussing it for a long time, and rightly so, with few positive results. A difficult situation is currently developing in the world. It would not be wrong to say that large-scale migration is taking place around the world. For foreigners who want to settle, Kazakhstan is a convenient country for both moving to other countries and settling down. Improving the technical means for timely registration of foreign citizens arriving in the country and monitoring their behavior is a very important task. I instruct the Government, together with the National Security Committee, to accelerate this work, - said the Head of State.
The President said that legal requirements must be taken into account when distributing information on social networks.
– The rapid development of technology opens the way to a radical transformation of the information space. There are people who are eager to spread destructive information that divides society and turns citizens against each other. All this leads to unnecessary and even dangerous discussions that incite hatred. Such people turn artificial intelligence into an information weapon and begin to widely distribute content that contradicts the law. This cannot be allowed. Such actions must be legally assessed and held accountable. It is necessary to constantly educate citizens about the legal consequences of distributing destructive content, - said Kassym-Jomart Tokayev.
The Head of State emphasized that disorder and lawlessness cannot be tolerated.
– At the National Congress, I expressed my opinion on the concept of patriotism. Patriotism is not just a slogan, patriotism is a sacred feeling, it has nothing to do with hypernationalism. In Kazakhstan, we should approach the concept of patriotism from the perspective of responsibility and creativity, that is, a patriotic citizen should, first of all, be a responsible and creative citizen. Love for the homeland is not about scoring political points or making a career, it is about doing good for your homeland, bringing benefits to your country, – said the President.
Also speaking at the meeting were Prosecutor General Berik Asylov, Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development Zhaslan Madiev, Assistant to the President Kuanyshbek Yesekeyev, and Minister of Internal Affairs Yerzhan Sadenov.
