A new draft Constitution was discussed at the Shymkent city administration

A meeting was held at the Shymkent city administration to discuss and explain the draft of the new Constitution of the Republic of Kazakhstan.

The event was attended by district akims, heads of departments, representatives of state bodies, members of the Public Council, as well as representatives of the media.

Opening the meeting, the mayor of Shymkent, Gabit Syzdykbekov, noted that the draft new Constitution is of strategic importance for the country. According to him, in September last year, the Head of State, in his Address to the People of Kazakhstan, raised the initiative to create a unicameral Parliament. This reform is aimed at comprehensive modernization of the political system and creating conditions for the country's sustainable socio-economic development in the era of artificial intelligence.

The city mayor recalled that on October 8, the President signed a decree on the establishment of a Working Group on Parliamentary Reform. The group includes well-known experts, legal scholars, representatives of political party factions and public organizations. Active citizens also participated in the process of discussing the reform, and the work lasted about six months.

During this period, the Working Group collected and comprehensively considered more than 2 thousand proposals received from citizens. At the 5th session of the National Congress, held in January 2026, the Head of State summarized the results of this work and presented his views on the upcoming constitutional amendments.

It is worth noting that on January 21, a Constitutional Commission was established, consisting of 130 people. The members of the Commission carefully studied the proposals for amendments to the Constitution and considered amendments covering 77 articles, which constitute 84 percent of the text of the Constitution. As a result of the work, support was gained for the development of a new version of the Constitution of the Republic of Kazakhstan.

During the meeting, the chairman of the city maslikhat, Bakhadyr Narymbetov, the chairman of the Public Council, Bukharbai Parmanov, and the candidate of legal sciences, associate professor, Maksat Elikbay, spoke and comprehensively touched upon the main provisions of the draft Constitution, the essence of parliamentary reform, and constitutional amendments aimed at developing the country's political system and strengthening its socio-economic foundations.

Summing up the meeting, the city mayor noted that the new Constitution will create a solid legal basis for the stable, secure and sustainable development of the country. He called on all citizens to actively participate in the discussion process so that the draft fully reflects the interests of society.

The meeting was held in a businesslike and constructive atmosphere. As a result of the meeting, the participants expressed their support for the draft of the new Constitution of the Republic of Kazakhstan.
