The draft new Constitution provides for the creation of the People's Council, a high consultative body representing the interests of the people of Kazakhstan.

The main task of the People's Council is to strengthen social harmony, strengthen national unity, promote national values, and develop proposals on key areas of domestic policy.

The Council also has the right to submit draft laws to the Kurultai and initiate a national referendum. This norm expands the possibilities for the public to participate in the governance of the country and raises public dialogue to a new level.
