NEW PREAMBLE OF THE CONSTITUTION: VALUES AND FUTURE DIRECTIONS

The new Constitution of the Republic of Kazakhstan radically updated the content of the Preamble, defining the historical foundations of statehood and the strategic direction of the country's development. The introductory part, while paying tribute to national history, systematizes important principles for modern society and future-oriented priorities.
The updated Preamble for the first time established human rights and freedoms as the fundamental value and main priority of the state. This defines the core of state policy aimed at protecting the rights and ensuring the legitimate interests of citizens. At the same time, unity and solidarity, as well as interethnic and interfaith harmony, which are the basis of social stability, were affirmed as a solid foundation of statehood.
Principles such as justice, law and order, and respect for nature, which have become an important component of public consciousness in recent years, have also been clarified at the level of the Constitution. In addition, the Preamble systematically reflects the historical path of statehood and the origins of civilization, clearly demonstrating the continuity of the country's development.
The text of the new Constitution was developed with broad public participation. During the preparation of the document, the amendments and new norms proposed by the Constitutional Commission were comprehensively reviewed for almost six months. During this period, the draft Constitution was presented to various representatives of society for discussion and an open exchange of views was held.
Proposals from citizens, experts, public activists and organizations were accepted through the e-Gov and e-Otinish platforms. As a result, more than two thousand proposals were received regarding the structure and content of the Constitution. As a result of the analysis of the received opinions and proposals, the first version of the new text of the Basic Law was formed. This process demonstrates that the Constitution was developed as a document that meets the needs of the people and modern requirements.
The new version of the Constitution clearly enshrines the unshakable principles of Kazakhstan's development. The main priorities are to preserve sovereignty and independence, protect human rights and freedoms, and ensure the rule of law and order.
