Based on a number of proposals from citizens, public organizations, scientists, and legal associations, new important additions have been made to the draft of the new Constitution of Kazakhstan. They were presented by Bakhyt Nurmukhanov, Deputy Chairman of the Constitutional Court, at the tenth meeting of the Commission on Constitutional Reform.
He informed that the Commission had received proposals to enshrine volunteerism at the constitutional level. As a result, they were supported, taking into account the existing Law "On Volunteerism" and the importance of volunteerism in the development of society and environmental protection.
"In paragraph 2 of Article 31, an addition has been made to the Constitution of the Republic of Kazakhstan, which stipulates that voluntary social insurance, the creation of other forms of social security, volunteer work and charity are encouraged," said the Deputy Chairman of the Constitutional Court.
He stated that the implementation of this idea would harmoniously complement other provisions of the new draft Constitution. In particular, the Preamble and the fundamental principles of the Republic of Kazakhstan, including the promotion of the ideas of responsible and creative patriotism, the consolidation of the values of hard work, etc.
Bakhyt Nurmukhanov said that other changes are related to the organization of the Kurultai's activities.
For example, it was proposed to remove paragraph 3 of Article 59 of the draft, which determines the procedure for the formation, powers, and organization of activities of committees and commissions by law.
He reminded that currently, the issues of the activities of committees and commissions of the supreme representative body are regulated by the Constitutional Law "On the Parliament of the Republic of Kazakhstan and the Status of its Deputies", the Law "On Committees and Commissions of the Parliament of the Republic of Kazakhstan", and the regulations of the Parliament and its chambers.
"This amendment will allow us to include these issues in the aforementioned Constitutional Law and increase the level of their legal regulation," Bakhyt Nurmukhanov noted.
He also reported that work is ongoing to improve the texts of the draft Constitution in the state and Russian languages.
According to Bakhyt Nurmukhanov, the working group is taking measures to optimize wording to ensure the accessibility and clarity of the content of legal norms. At the same time, special attention is paid to ensuring the terminological and semantic unity of the projects.
In particular, individual editorial and stylistic corrections were made based on the recommendations of the Government, Parliament, Presidential Administration, the editorial and terminological working group of the Constitutional Commission, specialists of the International Society of the Kazakh Language, and linguists involved in the work.
