A roundtable discussion was held with the participation of the Polytechnic College staff in Shymkent to explain the constitutional reform in the Republic of Kazakhstan. During the meeting, the main directions of the new draft Constitution, its impact on the development of society, and issues of responsibility to future generations were widely discussed.
The event paid special attention to the interconnection of the Constitution with national values. Participants noted that the Constitution is not only a state legal document, but also the spiritual pillar of the nation, and each of its norms should reflect the historical experience and strategic development direction of the country.
The role of the People's Council of Kazakhstan was also explained in detail at the round table. It was noted that the election of 42 out of 126 members of the Council from representatives of other ethnic groups is an important step towards strengthening unity and harmony in society. It was noted that this initiative demonstrates the concrete implementation of the concept of "A State that Listens to the Voice of the People."
In addition, referring to the basic principles of public service set forth in Article 3 of the Constitution, it was noted that the development of science and education has always been a priority for the state, and the new Constitution clearly defines the strategic importance of these areas. The development of human capital, support for education, science and innovation, and protection of intellectual property rights are established as one of the main pillars of the country's long-term development.
During the meeting, one of the speakers, editor-in-chief of the newspaper "Shymkent Keldeti" Aidar Kulzhanov, emphasized the importance of constitutional reform:
“The Constitution will not change today, and life will not change immediately tomorrow. However, systematic reforms will bear fruit over time. These changes will become the basis for creating a stable and just society by the middle of the century,” he said.
Aibolat Maimakov, senior lecturer of the cycle of special subjects at the B. Momyshuly Training Center of the Ministry of Internal Affairs of the Republic of Kazakhstan, master of legal sciences, police colonel, noted that the new Constitution will create a solid legal basis for the implementation of the "Strong President - Influential Parliament - Accountable Government" governance model proposed by Head of State Kassym-Jomart Tokayev. According to him, this system will allow maintaining a balance between the branches of power and increasing the transparency of public administration.
At the conclusion of the event, it was noted that the main core of the new draft Constitution is clear. It includes such key values as a person and his rights, law and order, independence and territorial integrity, unity and harmony, education and science, innovation and responsibility for nature. The most important thing is the concrete affirmation of the values of responsibility for future generations and a just society.
Aidar Kulzhanov also touched upon the significance of the upcoming referendum, saying that this is an important stage when the people will collectively make a historic decision regarding the fate of the country.
“Discussing the draft of the new Constitution is not just a matter of looking at the text. It is about defining the values with which the country will step into the future. Therefore, we must not be left out of this process,” he said.
The roundtable participants expressed their support for the new draft Constitution, noting that such meetings increase the legal awareness of citizens and promote active participation of society in the development of the country.
