This provision in the new draft Constitution establishes human rights and freedoms as the highest value of the state. The main idea here is clear: the state should serve people first and foremost.
Rights and freedoms are inherent to everyone and cannot be taken away from them by anyone. This means that rights are not a gift from power, but a value inherent in the natural nature of man. Therefore, all laws and state decisions must be made in accordance with this principle.
Citizenship carries with it certain rights and responsibilities. The legal relationship between a citizen and the state is based on mutual responsibility. At the same time, the rights of foreign citizens and stateless persons are also protected in cases provided for by law. This is a manifestation of legal equality and justice.
One of the important principles is that the exercise of each person's rights should not harm the rights of others. Freedom goes hand in hand with responsibility. Maintaining public order, moral values, and constitutional foundations is a common duty for all.
If a state body or official commits an illegal act and causes harm to a citizen, the state shall compensate for the harm. This norm clarifies the responsibility of the authorities and increases the level of legal protection of citizens.
In general, these provisions are aimed at strengthening the principle of the rule of law and establishing the relationship between man and the state on the basis of justice and legality.
