NEW CONSTITUTION: HUMAN RIGHTS ARE THE HIGHEST VALUE OF THE STATE

The Constitution of the Republic of Kazakhstan defines the person and his/her rights as the main core of state policy. The Constitution clearly states that “the highest value of the state is the person and his/her life, rights and freedoms.”
This constitutional principle means that the main task of the state is to protect human rights and ensure the freedoms of citizens. That is, state authorities and all state institutions must be guided primarily by the rights and legitimate interests of citizens in their activities.
This norm is the main pillar of the formation of a state based on the rule of law. The recognition of human life, dignity, rights and freedoms as a high value is aimed at ensuring justice and the rule of law in society. This is an important guarantee that every citizen is equal before the law and that his rights are protected.
In addition, this principle strengthens the mutual responsibility between the state and the citizen. While the state is obliged to protect the rights of citizens, citizens are obliged to comply with the law and contribute to the development of society.
Thus, the establishment of human life, rights and freedoms as the highest value in the New Constitution is an important constitutional norm that determines the main direction of the development of Kazakhstan as a democratic, legal and social state.
