Constitutional Reforms in Kazakhstan Highly Commended in the Czech Republic
05.03.2026 08:01:43 217Prague, 4 March 2026 – Kazakh diplomats held their customary meeting with representatives of the Czech Republic’s leading think tanks, academia, and the media. The participants also included prominent Czech politicians and diplomats who have made a significant contribution to the development of friendly relations between the Republic of Kazakhstan and the Czech Republic. The discussion, moderated by Ambassador of Kazakhstan to the Czech Republic Kairat Abdrakhmanov, focused on domestic transformations in Kazakhstan, regional developments in Central Asia, as well as current international developments that underscore the continued relevance of Kazakhstan’s peace-oriented initiatives.
The main focus of the meeting was on the political and socio-economic reforms being implemented at the initiative of President of the Republic of Kazakhstan Kassym-Jomart Tokayev. The expert community was presented with the strategic priorities of public governance modernisation, including the strengthening of the rule of law, enhanced transparency and accountability of state institutions, as well as the development of a diversified and competitive economy. It was emphasised that the reforms are aimed at ensuring the country’s long-term stability and institutional development.
A significant part of the discussion was devoted to the draft new Constitution of the Republic of Kazakhstan. It was noted that the proposed changes provide for a redistribution of powers among the branches of government, an expanded role for the unicameral parliament – the Kurultai, greater Government accountability, stronger judicial independence, and improved constitutional oversight mechanisms. The reform defines the value-based priorities of a “Just Kazakhstan” and the principle of “Law and Order”, reaffirms the primacy of citizens’ rights and freedoms and, overall, deepens democratic processes in a multi-ethnic and multi-confessional society. Particular interest was drawn to the delineation of the powers of the Qazaqstan Khalyq Kenesi (People’s Council of Kazakhstan) and the establishment of the office of Vice President.
The Czech side demonstrated a strong and substantive understanding of constitutional development and legislation, drawing on the experience of its own state, which has undergone several transformations throughout its rich historical development. It was also noted that the format of discussing the draft Constitution of the Republic of Kazakhstan and submitting it for approval through a nationwide referendum reflects the broad public participation in addressing key issues of national development.
Political scientists and experts put forward a number of recommendations regarding the further strengthening of economic ties between the business communities of the two countries, and also shared ideas on cultural and humanitarian cooperation. At the conclusion of the meeting, both sides reaffirmed their readiness to continue an intensive dialogue, develop academic contacts, and expand cooperation between research institutions and representatives of civil society in the two countries.
