In accordance with subparagraph 5) of Article 25 of the Law of the Republic of Kazakhstan "On Veterinary Medicine", it is the responsibility of individuals and legal entities to ensure the identification of farm animals.
The procedure for identifying farm animals is based on the Rules for Identifying Farm Animals, approved by Order No. 7-1/68 of the Minister of Agriculture of the Republic of Kazakhstan dated January 30, 2015.
Young farm animals are identified no later than fourteen business days after the following age:
-calves, lambs, kids, and camels – after seven days from the date of birth;
-foals – from the age of four months;
The procedure for identifying farm animals includes:
1) assigning an individual number to farm animals in one of the ways specified in paragraph 8 of these Rules;
2) inclusion of information in the database for identifying farm animals (hereinafter referred to as the database);
3) issuance of a veterinary passport in the form specified in Appendix 2 to these Regulations.
The assignment of an individual number is carried out depending on the type of farm animal, in one of the following ways:
1) tagging (for cattle, small ruminants, camels, pigs, and piglets that are not slaughtered before the age of nine months and are kept in agricultural enterprises, peasant and farm households, and are intended for industrial farming and fattening). The tags are not removed during the entire life of the farm animal.
If the products (means) for identifying farm animals are damaged or lost (if it is impossible to determine the individual number of the farm animal), the animal owner should contact the veterinary organization of the relevant administrative unit.
2) branding or chipping (for horses);
Identification of farm animals is carried out by the Veterinary Station of the Mandykarinsky District of the Veterinary Department of the Akimat of the Kostanay Region and by veterinary doctors of veterinary stations in rural districts.
According to subparagraph 6) of Article 25 of the Law of the Republic of Kazakhstan on Veterinary Medicine, individuals and legal entities are required to notify the veterinary service of the birth, acquisition, slaughter, sale, and death of an animal.
Failure to notify the veterinary authorities of the acquisition of an animal, the resulting offspring, slaughter, sale, and death of an animal, in accordance with paragraph 9 of Article 406 of the Code of Administrative Offenses of the Republic of Kazakhstan, is punishable by a warning or a fine of 5 МРП for individuals, 25 МРП for small businesses or non-profit organizations, 50 МРП for medium-sized businesses, and 100 МРП for large businesses.
