Open dialogue of the Chairman of the Internal State Audit Committe with residents of the Pavlodar Region on audit issues

Within the framework of the implementation of the "Hearing State" concept, the Chairman of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan Yerzhan Mynzhasarov held an online meeting with the population of Pavlodar region, during which he announced the results of the work and new approaches in the field of state audit. Alsoduring the meeting, he gave comprehensive answers to the questions that arose.
The meeting was held in the format of an open dialogue, residents actively asked questions, including on remote checks.
At the end of 2025, the audit covered 6.6 trillion tenge, financial violations were revealed for 462.4 billion tenge and more than 4.4 thousand procedural violations. At the same time, the number of inspections was reduced by 22%, and the volume of violations identified increased by 36%. This was made possible by an increased risk-based approach and the use of digital tools that improved audit accuracy.
Particular attention is paid to the prevention of violations. Desk audits prevented attempts to increase the value of public procurement contracts by 57.5 billion tenge. A pilot was launched for a desk check of acts of work performed before payment.
Online budget monitoring made it possible to stop the overstatement of planned government spending by 1.5 trillion tenge and identify fraudulent schemes by 1.5 billion tenge. As a result, the disorders previously characteristic of the education sector are significantly reduced.
In most cases, violations are eliminated voluntarily, funds are returned to the budget without litigation.
The Chairman of the Committee stressed that the key task for today is not only to identify violations, but also to prevent them at an early stage through digitalization and analytics.
At the end of the meeting, it was noted that the Committee will continue to develop modern audit tools, as well as work on citizens' appeals, which remain an important source of feedback and increased transparency in the use of budget funds.
