The forum is attended by representatives of the Presidential Administration, the Government, the Mazhilis of Parliament, the National Chamber of Entrepreneurs "Atameken", the UN, the OSCE, the Association of investors of Kazakhstan, the Ambassador of the European Union. From the welcome speech of the Prosecutor General Berik Asylov: This event clearly confirms that investment protection in Kazakhstan is the most important state priority. Head of State Kassym-Jomart Kemelyevich has clearly outlined his position: an investor should feel real protection and be confident in transparency and stability. This is what the modern investment policy of our country is based on. Kazakhstan has signed 48 intergovernmental agreements on the promotion and mutual protection of investments, which creates a reliable legal foundation for a positive investment climate. According to the Constitution, prosecutors are entrusted with the function of supreme supervision of the rule of law, within which we also protect the rights of people and businesses. To date, we have already helped two thousand investors and ensured the launch of more than 250 projects for 30 thousand jobs. The Prosecutor's Office of Kazakhstan is directly subordinate to the Head of State, is independent from other government agencies and is able to respond quickly to any violations. In order to further strengthen the investor protection mechanism, the Head of State, by his Decree, assigned the functions of the Investment Ombudsman to the Prosecutor General (December 2025). A Committee for the Protection of Investors' Rights has been established on the basis of the Prosecutor General's Office. I have appointed investment prosecutors locally at the level of deputy prosecutors of the regions. Every significant investment project in Kazakhstan will be under the supervision of the prosecutor. Each investor is assigned a specific prosecutor. The Law now provides for a so-called "prosecutorial filter" for all government agencies. They have no right to inspect an investor, suspend its activities, revoke licenses, or impose other restrictions without the consent of the prosecutor. This is the implementation of our oversight function. If the decision or action of a government agency is illegal, we will cancel it, and the guilty officials will be punished. If there are obstacles in the legislation, they will also be eliminated. I have instructed the Committee to conduct an audit of the by-laws of government agencies for obvious or hidden barriers. They should not reduce the guarantees that are established for citizens and businesses in the Constitution. The Prosecutor General's Office will ensure that investors' rights are respected in strict accordance with the concept of "Law and Order" outlined by the Head of State. The Prosecutor General also noted the key role of the Government's Investment Headquarters in promptly addressing business issues. The headquarters has become a real defense tool: - Over 200 investment projects have been reviewed in 2 years. - The total amount of projects is more than $100 billion. - The volume of investment agreements has increased 15 times. "This is an indicator of investor confidence and the result of effective coordination," the Head of the Department stressed. Foreign direct investment increased by 14.4% and amounted to $ 20.5 billion, while investments in fixed assets increased by 13% and reached the historical mark of 22.7 trillion tenge. According to UNESCAP, Kazakhstan attracted $19 billion last year. Foreign investments in greenfield projects account for about 89% of all intraregional investments in Central Asia. Last year alone, 330 projects worth more than $10 billion were put into operation, including KIA Qazaqstan and Astana Motors automobile plants, EkibastuzFerroAlloys ferrosilicon production plant, Altai-May oilseed production and others. The Government has updated the Concept of Investment Policy until 2030 and is implementing a proactive investment policy, where a separate role is assigned to Baiterek Holding, which was transformed into a national investment holding with the creation of the Investment Board. Special attention is paid to strengthening the protection of investors' rights at all stages of work as a foundation of trust in the state. The architecture of investor rights protection is being strengthened. For projects over $60 million. The Investment Agreement instrument is in effect, ensuring the stability of legislation for 25 years. 53 such agreements have already been concluded. Kanat Sharlapayev: The country's investment climate directly depends on several key factors. For long-term business planning, it is extremely important that the "rules of the game" remain predictable and stable. We are confident that working together to improve the stability of the legal framework will give a powerful impetus to the influx of investments. Further strengthening the independence of the judiciary, improving the qualifications of judges and ensuring uniformity of judicial practice will significantly increase investor confidence in judicial protection of their rights. Kanat Sharlapayev noted the effective work of the Prosecutor General's Office: "Thanks to your constant monitoring, in 2025 the number of registered criminal cases against entrepreneurs decreased by almost 48% compared to 2024. This is a serious and tangible result, for which we are sincerely grateful."
