The Department of State Revenue for Kostanay region informs that in connection with the launch of the "Declaration of Goods" functionality in the KEDEN IP, it will start operating from 00:00 hours on April 1, 2026.
In this regard, since April 10, 2026, the module "Registration of enforcement of duties on payment of customs duties, taxes, anti-dumping, special, countervailing duties" (hereinafter referred to as collateral) has been launched in the Keden IP regarding the submission of an application for registration of collateral for DT, ZT, DHT.
Registration of software through the Astana-1 IP is terminated due to the launch of new functionality from 21:00 on April 10, 2026.
The "Provision" module provides for the implementation of functionality in terms of centralized provision of public services, from the submission of an application to the registration of collateral and the automatic assignment of collateral statuses. The system displays notifications for the Department of Internal Affairs and DGD officials on the consideration of applications, registration of collateral, as well as refusal to register collateral.
This functionality provides for integration with government agencies in terms of obtaining information about an insurance contract, a bank guarantee, and a pledge agreement regarding the encumbrance of property collateral.
Taking into account the above, it is necessary to take into account the following:
1. Applications submitted through the E-Otinish, Documentolog, and also on paper are not acceptable, with the exception of applications (to the full) for the provision of originals of the pledge agreement and the property assessment report.
2. Automatic receipt of information on insurance contracts concluded for the purpose of ensuring the fulfillment of obligations to pay customs duties and taxes in accordance with Article 102 of the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" (hereinafter referred to as the Code) has been implemented through AIS "ESBD" (Automated Information System "Unified Insurance Database").
3. The functionality for automatically obtaining information on a bank guarantee has been implemented to ensure the fulfillment of obligations to pay customs duties and taxes in accordance with Article 99 of the Code through the AIS "BDKI" (Automated information system "Database of credit histories").
