The national standard ST RK 4038-2026 "Single Vehicles. Time Standards for Conformity Assessment Works on Single Vehicles" has been put into effect from January 20, 2026. The standard defines the minimally required time for performing the necessary set of conformity assessment works by accredited testing laboratories for single vehicles, taking into account categories (passenger cars, trucks, buses, trailers, etc.), including:
- conducting a technical examination of vehicle design in accordance with GOST 33670-2015 requirements (e.g., conformity of the identification number, equipment with emergency call devices, checking safety systems);
- conducting tests and measurements of vehicles (e.g., measuring overall dimensions, checking conformity of lighting and braking systems to TR CU 018/2011 requirements);
- preparing relevant protocols, etc.
Relevant associations and other interested state bodies and organizations actively participated in the development process.
During the development of the standard, conformity assessment methodologies used in accredited testing laboratories of the Republic of Kazakhstan were analyzed, typical procedures were identified, and an assessment of actual time costs for their execution was conducted, based on which the time norms included in the standard were justified.
The application of the standard will help improve the single vehicle conformity assessment market, increase the transparency of the conformity assessment system, regulate the minimally required volume of unified time norms for the labor intensity of testing processes, and is aimed at eliminating instances of their formal execution.
All data will be entered into the technical regulation information system through the implementation of format-logical control (FLC).
Overall, the adoption of the standard will directly impact the reliability of vehicle design safety assessment results, create equal competitive conditions for all accreditation entities, and enhance road safety.
Currently, in accordance with standardization legislation, work has been carried out to amend the Conformity Assessment Rules regarding granting the national standard ST RK 4038-2026 the status of mandatory for application (Order No. 155-NQ dated April 1, 2026 "On Amendments and Additions to the Order of the Acting Minister of Trade and Integration of the Republic of Kazakhstan dated June 29, 2021 No. 433-NQ 'On Approval of the Conformity Assessment Rules'").
