Interview with the head of the Department of State Revenue in Aktau, Yerbol Uteev

 

The republican campaign "People's Accountant", initiated by the Ministry of Finance of the Republic of Kazakhstan, continues in the Mangystau region. It provides free advisory assistance to individual entrepreneurs and small businesses on the application of the new Tax Code, accounting and tax accounting.

We talked about the goals of the campaign, its results in Aktau and plans for the coming months with the head of the Department of State Revenue for Aktau, Yerbol Tynymbaevich Uteev.

 

— Yerbol Tynymbaevich, please tell us what the "People's Accountant" campaign is and why it started right now?

 

The promotion was launched on January 5, 2026 and will last until June 30, 2026. This is a joint project of the Ministry of Finance of the Republic of Kazakhstan and professional organizations of accountants. The main goal is to support entrepreneurs during the transition period after the introduction of the new Tax Code.

We are moving from a predominantly control model of work to service support for taxpayers. The People's Accountant is the first practical step in this direction. Entrepreneurs, especially individual entrepreneurs and representatives of small businesses, often face questions about choosing the optimal tax regime, the transition period, electronic invoices, VAT threshold, registration and many other nuances. Our task is to provide clear, practical explanations so that the business keeps records correctly and avoids mistakes.

 

— How is the action organized in Aktau? Where and when can entrepreneurs get free advice?

 

Consultations are held twice a week at the Aktau City State Revenue Department — on Tuesdays and Thursdays from 10:00 to 13:00. We have allocated a special place marked with a sign "People's accountant". Entrepreneurs are approached by qualified specialists — management staff and experts from professional accounting organizations.

The format is mostly offline, so that people can come, ask questions in person and get clarifications on their fingers. This is especially important for those who are not very confident working with digital systems.

 

— How many applications have already been received in Aktau and what questions are asked most often?

 

There has been a noticeable interest since the beginning of the year. Tens of thousands of people across the republic received consultations in the first months of the campaign, and Mangystau is not far behind. In our department, entrepreneurs most often ask:

- on the choice and change of a special tax regime;

- about tax benefits and deductions;

- about working with electronic invoices;

- about the VAT threshold and the specifics of registration/de-registration;

- about the permitted types of activities for the self-employed.

Many people are interested in the practical aspects of working in the information systems of the State Revenue Committee. We see that the campaign really helps to increase tax literacy and establish a dialogue between business and the state.

 

— How do you assess the effect of the campaign for the region? Does it help business development in Aktau?

 

Definitely helps. Aktau is a dynamically developing city with active small and medium—sized businesses, especially in the service sector, trade and oilfield services. When entrepreneurs have a better understanding of tax legislation, they make fewer mistakes, face fewer fines, and can focus on developing their business.

The campaign promotes the formation of a culture of voluntary compliance with tax legislation. This is important for filling the budget and creating fair conditions for everyone. We are already seeing positive feedback: people are thanking us for the accessible format and helpful tips.

Erbol Tynymbaevich Uteev is an experienced executive with many years of experience in tax authorities (since 1995). Born in 1965 in the village of Kuryk, Mangystau region. He has been heading the Department of State Revenue for Aktau city since April 2025. Previously, he held the position of Deputy Head of the State Revenue Department for the Mangystau region, supervised audit, desk control and debt management.
